With the practicing of strategic performance management, the Balanced Scorecard (BSC) as a kind of methods for strategic performance management has been widely used in enterprises. Designing index system and determining the weight of index is the key and difficulty of BSC application. The process of designing index system has a lot of mature models and methods; however, the weight of BSC index confirming has less specialized research. At present, whether it is based on expert knowledge and experience to reflect the importance of the index, or is based on the actual measurement data of the historical, through a mathematical calculation, cannot determine the weight of index reasonably. BSC emphasizes the implementation of enterprise strategic performance management from the multi-level, multi-dimension, which has higher requirements on the weight of index design. Therefore, it is necessary that this paper design the weight of BSC index for effective implementation strategic performance management. Recently, the method that combined expert experience with sample data mining is getting more and more applications.This article designed a comprehensive empowerment model related on rough sets and experience factors of AHP, for the theoretical analysis and practical test of the weight of BSC index assignment. The model determines subjective weight using AHP based on multi-level, multi-objective and designs objective weight using rough sets theory which discovers inherent laws from sample data. Experience factor is the determinant of subjective and objective data comprehensive proportion. Entropy that can reflect the index information extracted from sample data through the entropy method. It provides value ranges of experience factors by the principle that the index importance is smaller with the greater the entropy; the index importance is greater with the smaller the entropy. The main contents are as following:(1) Establish a comprehensive empowerment model of index based on the features that combined expert experience with sample data mining by the principle of rough sets. Design a comprehensive empowerment method that integrated expert experience into objective data information.(2)Design a method of choosing value ranges of experience factors by the entropy method that the entropy and uncertainty is smaller with the greater the information, the entropy and uncertainty is greater with the smaller the information. (3) Establish a hierarchical structure model of BSC index system based on the BSC’s features of multi-level, multi-dimension strategic performance management to satisfy the features of determining the weight of the index by AHP.(4) Analysis the requirements and capabilities of the enterprise strategic performance management system, determine the weight of index using the comprehensive empowerment model and implement the strategic performance management system in SAP ERP based on the method of BSC...
