Petroleum, as the blood of industry, plays a crucial role in a country’s development. To ensure the fast and steady development of our economy, firstly it is important to secure the petroleum enterprises develop soundly and fast. To secure this, it requires a stable and sound operational environment, so it is significant to conduct surveys in petroleum businesses operation risks. This dissertation focused on the petroleum businesses operation risks, researching on the construction and application of operation risk estimation models.First of all, this dissertation defined the petroleum businesses operation risks, namely, the uncertainties of why the expected operation aims cannot be achieved by the petroleum enterprises, or the negative uncertainties that have impact on the process of achiving operation aims. In the process of achiving operation aims, its uncertainties may lead to the failure of achiving operation aims and cause losses, which is called the petroleum enterprises operation risks.Based on the estimation models, this disseration firstly confirmed the rules of evaluation index construction. According to analyze the operation risks’s impact on5factors of a petroleum business including, financing, operation, compliance, QHSE and reputation, an estimation index system with a range of12indexes has been constructed with the specific characters of the business. This dissertation also introduced some related conceptions of factor analysis in risk estimation models. Lastly, it describes the steps of model construction.On the application analysis, firstly, the paper analyzes the necessity of oilfield enterprises to develop operational risk management, and then expounds the present situation of oilfield enterprise operational risk management, finally, take X oilfield enterprise as an example, using built model to evaluate enterprise operational risk of X oilfield enterprise. Through the analysis of the evaluation result, summarizing the problems of X oilfield enterprises in operational risk management. Because of some common features of the oilfield enterprise, through project researching and visiting, we can also found the other oil field enterprises has the same problems, and then put forward some control counter-measures to solve these problems.
