Human resource is the most precious resource that human has, which is the core of modern management. The cultivation and management of talent is not only the demand of economic development and market competition, but also the assurance of prosperity and stable development for one nation, one country, one region and one unit, which is also the important measures of modern individuals to fully develop personal potentials, adapt to the society, make contribution to the society and achieve self-value. The existing the theoretical research and the development practice of enterprise fully shows that the enterprises with excellent performance which always win in the competitive environment have unique and advanced ability of cultivating and managing talent. What the strategic vision of building CE as one leading airline needs is first-class talent team and perfect talent management system, which has become one urgent and arduous strategic task and direction. The establishment of talent management system is one systematic and arduous task, which needs comprehensive planning and overall arrangement, while grasp the current situation of human resource and talent management system of company is the important basis for ensuring the work direction and improve work efficiency.In this paper, for research subject, the methods of questionnaire survey and depth interviews which include analysis of information of31207staff, depth interviews with95middle-senior managers and249questionnaire survey to managerial personnel is adopted, and talent development situation of CE company is analyzed completely form the aspects of human capital readiness and talent management maturity to summarize the advantages of current talent management, and find out the shortcomings that need to be solved urgently during talent development, and the suggestions of constructing talent management system of CE company, which are that strengthen talent development plan, deepen the talent development mechanism and refine talent development strategy, are proposed on the basis of analysis results.
