The data we use in this article has been obtained through the basic personal info collection and analysis of the returned overseas talents with the major of tourism and related fields working in Shanghai during the period of year2007and2011. We try to get a conclusion, by the aid of SPSS program, that the higher diploma obtained, the fewer people step into the tourism and related industries. Besides, we can find out a solution in response to the higher diploma turnover rate in tourism after the analysis of the results from questionnaires, in order to attract the attentions from the related industries, companies, educational departments and returned overseas talents in the tourism, to strengthen the authoritative management and the tourism supervision functions, to step over some barricades in tourism and improve the enterprises’ management capabilities, to provide an applicable platform to help the higher-rank returned overseas talents entering into the better development tracks, and finally to promote the tourism development and its internationalization progress with the help of effective human capital.In this article, there will find six parts to make a thorough analysis:the first is an introduction, which clearly describes the backgrounds and the meaning of the main idea discussed in this article, makes references to the Chinese and overseas related studies and methods, and explains in detail about the sample data collected. The second part about some basic theories referred and cited such as the economic basic theories and in the market segmentation and the human capital flow theory, the lemon market theory and Maslow’s theory and so on. The third part about the primary analysis concerning the sample data collected, the difference analysis of the statistics in different diploma, and the two-element analysis of the diploma and the educational background to get to a conclusion:the higher diploma obtained, the higher turnover rate in tourism. By the aid of present status description of the Chinese tourism and the results obtained from the questionnaires, the fourth part about the root causes’ analysis, which digs into the causes of the higher turnover rate of the higher diploma in tourism:such as, the lower-rank diploma needed from the companies, the blockage in the employment info flow, the lower wages and remunerations, the professional development spaces limited to the higher diploma of returned overseas talents, the worse cultural flexibilities, the lower social position and the social ignorance to the tourism, and the lagging in development of the soft environment for the tourism. The fifth part about the think-over, discussions, suggestions and responses and action plans to get the higher turnover rate of the higher diploma in tourism resolved:for example, to establish a general remuneration system, to establish and to perfect the enterprise retraining structure and industrial certification training system; to run a tourism talents intelligence database; to reform in the Chinese tourism educational arrangements to be in line with the international level; to keep space between the industry and companies in talent introduction; to perfect the tourism related laws, regulations; and finally to improve the soft environment for the tourism. The final part about the limits, confinements of this article in the samples, questionnaires and study methods and the perspectives of the tourism.
