As a large-scale comprehensive state-owned enterprise which engages in heating production, building property business and property management services, the future development direction and development goals of Harbin Property Heating Group is effective development planning of overall operational flow of enterprise. New development direction and development goals put forward new demands for Harbin Property Heating Group, according to the new requirement, Harbin Property Heating Group should find enterprise predicament and problems timely. The lack of professional talents is the main problem of Harbin Property Heating Group faced with. How to introduce talents, cultivate talents and keep talents better and make talents professional level get the maximum effectiveness of exerting, namely the issues that need to be resolved of Harbin Property Heating Group. In the knowledge and economic globalization of people first, talent strategic countermeasures content has become the basis work of strategic management of human resources, more and more concerned by enterprises. Therefore, it is necessary to analyze and find out formation reasons of the problems talents loss, design and implement strategic countermeasures program of talents loss, make it consistent with whole operation flow of Harbin Property Heating Group. On this basis, safeguard measures is proposed. It can ensure human resources better adapt to the development of the enterprise need by adopting effective talents management measures, and then realize the constant development of Harbin Property Heating Group.Based on the related theories of talents cultivation, talents introduction and talents alliance, on the basis of talents situation, characteristic and disadvantages of Harbin Property Heating Group, combining with overall development strategy of Harbin Property Heating Group, the thesis analyzes the demand of talents which adapts to the development of Harbin property hearting group. Through contrastive analysis between talents resources situation and enterprise development talents demand and the differences reasons analysis of talents loss problem, the countermeasure program of talents loss problem for Harbin Property Heating Group is proposed from three aspects:talents cultivation, talents introduction and talents alliance. Finally, the implementing measures of talents loss problem countermeasure program for Harbin Property Heating Group is proposed from three aspects:realization approach of talents cultivation, realization approach of talents introduction and realization approach of talents alliance. This thesis conducts a strategic countermeasures study on talents loss problem solutions of Harbin Property Heating Group from the view of theory and practice, it does not only provide theoretical guidance for talents resource management of Harbin Property Heating Group, but also provides new ideas and methods for other enterprises to formulate talents resource management strategy.
