Rapid changes have taken place in China’s economic after the road of thirty yearswind and rain reform, social and economic have rapidly developed and people’s livingstandard have raised too. Tourism, which is a major industry of national economicdevelopment, has obtained vigorous development. In order to adapt to our countrytourism development boom in the emerging situation, our country need to cultivate alarge number of high-quality tourism professionals. At present, our country has alreadyformed the technical secondary school, junior college, bachelor’s, master’s, doctoratelevel tourism professional talents cultivation system of different levels, all levels oftourism professional talent training mode is in constant innovation,"work-integratedlearning","school shop and humanity","order-form train "are several common patternsof cultivating professional talents of tourism in the current secondary vocational schoolof our country.In this paper, the research significance is mainly reflected in two aspects: one isthe theoretical significance and the other one is practical significance. First of all, fromthe theoretical significance of this level, this study put the secondary vocational schoolof tourism professional "three-step" personnel training mode as the foothold, make asystem and comprehensive theoretical exploration and feasibility analysis of thesecondary vocational school of Hainan province tourism professional talents cultivationmodel. Secondly, from the practical significance level, Hainan province, as the level ofeconomic development of underdeveloped economic zone, there are a lot of middleschool students’ surplus labor in rural who need to transfer at present. How to placethese students is a big problem which involves the local economic and social stability,and secondary vocational school of Hainan province tourism professional "three-step"talent training model can not only solve the problem of tourism talents shortage, butalso solve the employment problem of students.The main structure of the study is: The first part is introduction, including researchbackground, research reasons, research significance, research ideas, research methods,literature review and the innovation place; The second part mainly defines the relevantconcepts and makes the theoretical basis of the study clear; The third part mainlyanalyzes the present situation of "three-step" personnel training mode of secondary vocational school of Hainan province tourism professional and pointes out the problemsexisting in the cultivation of talents; The fourth part mainly researches how to build thesystem of tourism professional "three-step" talent cultivation from three aspects asculture courses, field work and the quality evaluation; The fifth part puts forwardreasonable suggestions of improving tourism professional "three-step" talent trainingmode of secondary vocational school of Hainan province to help improving thepersonnel training mode of secondary vocational education of Hainan and otherprovinces.
