ABSTRACT:As a national strategic industry, IT industry is also a high-tech industry with fierce competition of talent. Knowledge staffs are the most valuable resource of IT enterprises. The high employee turnover rate has not only significant impact on the survival and development of enterprises, but also brings a lot of obstacles to the health development of IT industry. Study how to reduce the high IT employee turnover rate is the human resource management problem that the enterprises eager to solve about. The research has the practical and theoretical values.Comparing with the qualitative and quantitative researches on the employee turnover, there are less empirical researches about causes and countermeasures of domestic IT enterprise knowledge staffs’turnover. And the practice has proved that IT enterprise knowledge staffs require a different management style from the past.Based on the domestic and foreign scholars’research achievements, this paper takes some Beijing and Qingdao’s IT enterprise staffs as the objects to do the empirical research. It makes the research from the relationship within individual characteristic variables, four dimensions of knowledge staffs’ job satisfaction (job satisfaction, organizational structure satisfaction, compensation and benefits satisfaction, individual development satisfaction) and turnover intention. And it takes data analysis methods, such as reliability analysis, validity analysis, correlation analysis and multiple regression analysis, to discuss the influence of individual characteristic variables to the employee satisfaction and turnover intention and to analyze the influence degree of the employee satisfaction on the turnover intention. Conclusions:(1) Differences of individual characteristic variables (gender, age, marital status, education level, working period and position) have no significant influence on the job satisfaction and turnover intention.(2) The four dimensions of job satisfaction have significant effects on the turnover intention.According to the research conclusion, the author works out five countermeasures as follows to improve the job satisfaction and reduce the turnover rate. The five countermeasures are:1. Creating a challenging working environment;2. Setting an organic organizational structure;3.Establishing a perfect incentive mechanism;4. Improving occupation development;5. Controlling the internal flow rate. In the suggestion of setting organic organizational structure, the author suggests to consider about the strategy, organization, technology and environment, which are four factors affecting organizational structure choice. And finally works out the suggestion that choosing organic organizational structure and team structure will be helpful to improve the knowledge staffs’ satisfaction.
