| With the globalization bringing a fresh opportunity for another leap, China’s urban and regional exploitation entered into a new stage. In a era of new technological revolution and knowledge economy, China will inevitably take the intelligence-innovation-oriented path of development, and shift its focus to the Talent Fair age from the investment times as soon as possible. Talent is the first resource and the crucial power in high-tech, innovative and creative industries,. To build an innovative country, China would call for a lot of domestic and international talents to strengthen its evolution.How should China seize the opportunity of globalization, and emerge from the "talent war" by making use of its own advantage? Whether the most populous country could become a strong talent one or, that would directly influence the state’s long-term stability and prosperity, and attract worldwide attention. Among them, research on the relationship between the development of human resources and that of urban and regional is an important breakthrough. For as we all know, nowadays sustainable evolution of cities is the great theme of the world’s economic development. In this sustainable development of China’s social, economic and cultural undertakings, those megacities with specific geographical and cultural advantages, like Guangzhou should act a particularly important role. To this end, based on research of human resources development and regional development theory, the paper chooses Nansha, a District of Guangzhou as the concrete practice of the study, exploring strategies for sustainable development of urban and regional development from the perspective of human resource development, providing a reference for the China’s new urban development and regional construction. That will be of positive significance to promoting regional economic, social and cultural prosperity, building a talent-power. Under this framework, this paper focuses on the following three questions:First, it defines the connotation of human resources development, characteristics, significance, and the path from the point of view of the basic theoretical research on the mode of human resources development and effects analysis, with reference to the experience of developed countries, demonstrating the importance of human resource development, thinking about their Revelation of the Nansha District.Secondly, it defines the meaning and role of the regional development, and then from the relationship between five aspects of regional economic construction, social construction, cultural construction, ecological environment construction and political civilization, thinking over the relationship between human resources development and regional development and its Revelation of the Nansha District.Thirdly, Proposing the development of Nansha District of Guangzhou as a practice object of study, from its geographical characteristics and location advantages, the paper analyses deeply the relationship between the human resources and the exploitation of Nansha District, in order to meet the strategic positioning and a new human resources development strategy, with which making a greater contribution to national economic and social development and long-term stability in accordance.. |
