The Countermeasures Of Perfecting The Integration Of Urban And Rural Public Transport In Wuxi City

There are two reasons for pushing urban and rural public transport integration. One is the demand of equalization in urban and rural public services. Following the construction of a new socialist countryside and urbanization, most rural residents request the equal public transportation, which reflect the fairness of the transport services. The other one is the demand of giving priority to developing public transportation. In many countries or cities of the word, giving priority to developing public transportation is one of the most effective ways to solve urban traffic problems and promote sustainable urban development. Under the circumstance of accelerating urbanization, urban and rural public transport integration must be implemented promptly.This paper starts with the theoretical analysis of urban and rural public transport integration, and studying the feasibility of its implementation theories. Then we will study the necessity of urban and rural public transport integration based on the reality of urban and rural passenger transport development. Finally we will infer the trend of urban and rural public transport integration development from both theoretical and practical methods.Wuxi government has been promoting urban and rural public transport integration since2007, and has achieved the integration of ticket, vehicles, routes, bus stations and services, forming Wuxi featured development mode that has been adopted by many cities.For Wuxi’s urban and rural public transport integration, there are many inadequacies which mainly reflect in such fields like lack of unified planning, the unscientific route, underdeveloped station infrastructure, inadequate financial support system, and unregulated road traffic priority. All these above must be resolved with great efforts. According to the analysis, the main reasons include the concept of understanding not in place, the lack of scientific planning and effective industry regulator.To effectively resolve the problems of urban and rural public transport integration, we have collected many approaches and experience from both domestic and foreign cities, while obtain many useful inspirations.On the basis of comprehensively analyzing the problems associated with Wuxi’s urban and rural public transport integration, this paper makes recommendations and countermeasures to improve the urban and rural public transport integration by learning from other countries or cities. This article believes that in order to improve the integrated development of urban and rural public transport, we should take a series of measures, including the conduct of scientific planning, reasonable to set the line network, increasing financial investment, and improving the priority of right of way, and promoting the application of information technology industry, to strengthen the industry regulator. It will also provide a reference for other cities facing similar problems.
