A Study Of Local Practice Of Social Mobilization Of Targeted Poverty Alleviation

As a long-term social work coordinated and promoted in a top-down model,targeted poverty alleviation aims to help poor areas and people in need to develop economy,promote production,and get rid of poverty.Its essence is to mobilize and transfer the society in the form of poverty alleviation.Targeted poverty alleviation has brought projects and resources to the rural society,and has also provided a stage for farmers and local governments to work together.However,due to the relatively closed rural environment and the backward mindsets of farmers,it is difficult for farmers themselves to have a deep understanding of targeted poverty alleviation,which in turn affects their willingness to participate in the targeted poverty alleviation policies implemented by the local governments.How local governments mobilize farmers and how to promote the implementation of national policies with farmers will be the core topics of this paper.On the premise of clarifying the concepts related to social mobilization,this paper explores the specific action field of the implementation of targeted poverty alleviation policy in Village X from a diachronic perspective.In implementing targeted poverty alleviation policy,and carrying out the strategy of "developing characteristic industries,upgrading infrastructure,and improving village profiles",the mobilization methods adopted by the village are publicity mobilization,motivation mobilization,demonstration mobilization,organization mobilization,etc.From the perspective of health care and encouragement factors,this paper analyses the reasons for the effectiveness of local governments' social mobilization.Based on the"Three-Circle Theory",this article explores the operation mechanism of village X's social mobilization of targeted poverty alleviation,and finds that village X can lift the whole village out of poverty,mainly because it implements the social mobilization of targeted poverty alleviation,which balances the three elements of value,ability and support,revealing the concept of fairness and justice,realizing the effective linking of various resources,and finally guiding farmers to exert their enthusiasm and initiative.2020 is the decisive year to achieve comprehensive poverty alleviation and targeted poverty alleviation will achieve staged victory.After that,Village X should continue to maintain the participation of villagers and the industrial foundation formed by the support of targeted poverty alleviation policies.Remaining its strength and achieving a sustainable development will be the biggest challenge of its current poverty alleviation work.Based on this,this paper believes that in order to improve the lack of stamina in the local government's social mobilization of targeted poverty alleviation,efforts need to be made from the following aspects:First,we must give full play to the party's organizational advantages,guide party cadres to act,and make good use of the external resources of work teams.At the same time,it should cultivate outstanding young backup cadres to provide the most powerful human resources to guarantee the implementation of social mobilization of targeted poverty alleviation.Secondly,we must vigorously develop the rural industrial economy,accelerate the construction of the agricultural socialization service system by revitalizing collective assets,actively compete for higher-level funds and policy support,so that the village can obtain an inexhaustible motive force for continuous income increase,creating conditions for better mobilizing farmers to participate in development.Finally,it is necessary to further improve the planning and governance capabilities of local governments,improve the market-oriented,standardized,and legalized poverty alleviation mechanism,so as to better mobilize all social forces to participate in targeted poverty alleviation.
