Research On Government Responsibility In Public Transport Service Supply In Xi'an

Xi’an has been positioned as the third international metropolis after Beijing and Shanghai according to the Guanzhong Tianshui Economic Zone Development Plan which is approved by the State Council in 2009, to take this opportunity to accelerate the process of Xi’an. As the main way of travel, Xi’an City Hall has established strategic decision for priority development of public transport. In 2007 Xi’an has formulated the priority to the development of city public traffic implementation opinions.Xi’an has put urban public transportation development into an important part of the work in government. Urban public transportation as a public product, the government must play a leading role to provide the urban public transportation services,to assume responsibility for the supply and demand imbalance. Xi’an has planed to build a national "transit metropolis", complete the "four in one" system of public transportation in 2017.Improvement in Xi’an urban public transportation service supply of government responsibility in the relationship between the performance of a healthy and orderly development of Xi’an,and affect the sustainable development of economy. Therefore, government should pay attention to it.This paper is divided into four parts. The first part introduces the related concepts and theoretical basis. The second part points out the present situation of Xi’an urban public transportation service supply, find out the shortage of government responsibility and reason analysis.The third part points out in order to find ways to improve the main city from the world experience and get to fulfill government responsibility in Xi’an urban public transportation service supply, and finally puts forward the countermeasures and suggestions to improve Xi’an urban transportation service supply in government responsibility.The realization of Xi’an implementation of public transportation priority strategy, build the national level "transit metropolis", which can satisfy people’s travel demand better.
