With the rapid development of the deepening of reform and opening up and the tourism industry, the hotel industry has become a large-scale industry. The competition in the hotel industry has entered a “white hot” stage. By the end of 2013,the number of Star Hotel that were checked by the provincial tourism administration department is 11,676, of which the three-star hotel 5473, accounting for 46.87%. But the three-star hotel’s revenue accounted for only 28.44%. This indicates that the three-star hotel occupies an important market position, but its operating performance is the worst. The scale of the industry and the status of the industry does not match. Therefore, based on the evaluation of three-star hotel’s revenue, how to develop the three-star hotel become a hot issue in the hospitality industry and academia.Thus, chosen Shanghai three-star hotel as the object,this paper uses the literature research method, the DEA models and other methods to evaluate the Shanghai three-star hotel’s revenue and find the problems in the industry development. Through the analysis of the problems and explore the three-star hotel’s two future ways, upgrade for the boutique hotel and transformation for pension services.Firstly,the paper summarizes and reviews the domestic and foreign research literature of three-star hotels and the theories of DEA model.The paper draw a lot of research inspiration.The second chapter of this paper studied relationship among performance, DEA efficiency, organizational performance and the three-star hotel. While the principles a nd procedure of data envelopment analysis(the core theory), the related transformatio n theory based on business process reengineering theory, product life cycle theory, the strategic management theory and the contingency theory are described in detail.After the third chapter for the 2012, 2013 Shanghai hotel and a three-star hotel compares the basic situation of draw three star hotel in the position in hotel;Three-star hotel although financial situation analysis of main body status in the market in the hotel market, but its operating conditions is not ideal. At the same time, according to the main index, the basic index published by the state tourism bureau to further analysis three-star hotel, both in terms of the number of hotel and financial indicators are showing negative growth trend, business performance is low, did not achieve the ideal effect. Then from quantity, operating performance and profit per capital concluded in three aspects: the operation characteristics of three-star hotel in Shanghai, to prepare for the following empirical research.The fourth chapter is the empirical study, firstly, the selection of indicators, the researchers selected a comprehensive analysis of investment before output indicators, select input and output indicators By Pearson bilateral analysis method. Secondly, Shanghai 1995-2013 three-star hotel in 17 samples of data using software DEAP2.1 overall efficiency, pure technical efficiency analysis, scale efficiency, research upgrades for the following transformation provides an empirical basis.In the fifth chapter of the first necessity of elaborate transformation; Secondly, we propose two models of transformation and upgrading, first upgrade to a boutique hotel, the second is the transition to pension services; Finally, analysis of their comparative advantages of upgrading transformation, opportunities and challenges at the same time raise the matter during the transformation and upgrading of the note and faces.The last chapter summarizes the analysis made in this article, the paper pointed out deficiencies, while the three-star hotel development and integration of the future will be more industry outlook.
