In recent years, along with our country economic level and people’s life continuously improve, residents travel by plane increasingly high proportion. With the rapid development of China’s air transport, fleet scale unceasingly expands, the transportation network is expanding constantly, but limiting for the domestic and international resources and in the fierce competition environment, how to fully integrate the existing resources, rational allocation of human resources efficiency and ensure the flying machine company, operational safety and normal, build their own core competitiveness is placed before airline first and foremost task. The flight operation center(FOC) of airlines is bearing safety, efficiency and service responsibility. For FOC of optimizing the allocation of human resources efficiency can improve the maximum an airline management level, operation ability. As the FOC personnel constitutes a key personnel in – flight dispatchers, is the important responsibility of flight command, decision making and monitoring of the release, etc. Chinese aviation gives the flight dispatchers and captain common flight dispatch decision right. Flight autograph daily operation sent center is airline management and control center, is to run and set the information. Therefore, how to effectively integrate the resources and processing the existing, is particularly important for flight dispatch decision appears, plays a very important role for the long-term development of the company.Following the idea of this research: Research on industry characteristics of flight dispatchers, sent the present allocation of team human resource and the problems of existing sign flight research, survey analysis from the dispatcher technical ability, work experience, English level, gender, personality, interpersonal relationship etc., the application of flight dispatching the principle of team human resource placement, the dispatcher team group division, is divided into two stages, the allocation of human resources, the ultimate realization of the best team human resource placement. Referring to the domestic and foreign advanced theories and experience, the use of advanced management means, and give full play to the maximum efficiency of the dispatch team, focus on how to establish the effective team management system, find out a reasonable flight dispatchers allocation of human resources, improve the work efficiency of the road. Hope that through this research, combined with the company’s specific circumstances, and obtains a set of suitable for airlines flight dispatch team human resource placement principle, be able to use for reference to the construction of a team of the whole civil aviation airlines operation control center.
