With the rapid growth of flight, the increasingly complex environment and the intense resource allocation, China civil aviation flight standards department issued the advisory circular of air carrier flight dispatchers human resource assessment guide in2014on, which increases attention of the flight dispatchers workload and the human resource allocation. So, it is formulated human resource allocation methods by studying the flight dispatchers workload, which can effectively alleviate the pressure of the flight dispatchers work in order to make the flight dispatchers ensure flight normal and orderly operation in this paper.It is divided in three aspects in this paper to study human resource allocation method. First, flight dispatchers working content and working process were analyzed, it is acquainted with the features of flight dispatchers workload and activities, which is used to determine the flight dispatchers workload factors, it is established the flight dispatchers objective work load and subjective evaluation index system uesd by k-means clustering method through SPSS software; Secondly, the flight dispatchers objective and subjective evaluation workload model and method is established, the flight dispatchers objective workload is used DORATASK method and the flight dispatchers subjective workload evaluations is used NASA TLX method; Finally flight dispatcher human resource allocation method is used basic human resource allocation methods and it is used the flight dispatchers workload to check to assure human resource allocation is reasonable. It is provided reliable theory and feasible method of the flight dispatchers workload and human resources, which is not only beneficial to make flight dispatchers work efficiency, but also beneficial to strengthen on airlines flight dispatch personnel management, it is provided certain reference of reserve of talents for the airline.
