Research On The Management System Of Kunming Airport Security

Through summarizing the research about civil aviation security check at home and abroad, this paper proposed some concepts. And it pointed out the necessity of this research by analyzing the management system of Kunming airport security check, the history of civil aviation security check and the significance of security check. The management system of civil aviation security check has reformed 4 times in China. Civil aviation security check carried out in 1981, and it was responsible for the civil aviation public security department. But the work of security check was imperfect during this period. Then security check was responsible for the armed police in 1983, and the management system of civil aviation security check began to be formed in this time. In 1992, security check was transferred to CAAC, and department of security check was set up in each airport, which was responsible for CAAC. At last, civil aviation security check was transferred to local government as a department of airport in 2002, and the organizational form of civil aviation security check has been changed at the same time. The current management system of civil aviation security check is not applicable in this new phase. So it’s an urgent problem that how to reform the management system of civil aviation security check.This paper is divided into five chapters. It expounded and analyzed the management system of civil aviation security check in China, then analyzed the current aviation security situation of Kunming airport. We can find that with the rapid development of technology, high-tech has also been used by terrorists, high-tech crime is more intelligent features. So it’s more difficult to combat crime in Kunming airport. At March 1 this year, the terrorist attacks in Kunming Railway Station made Kunming much nervous. So that the security check of Kunming airport is facing enormous challenges, and the environment is more difficult and complex. Through analyzed five problems, which exist in the current management system of Kunming airport security check, we can find the root cause of these problems is the current management system of security check is not applicable in this new phase. And it’s obstructing the development of civil aviation security check, resulting in a lot of security risks, even for national security but also caused some impact. We learned from the experience of the United States and the EU reform initiatives in civil aviation, and presented made four proposals for reform.This paper takes security check of Kunming airport as the object of research, seeking a management system of security check to adapt to current development of civil aviation security check in China. To take Kunming airport security as a pilot, propose countermeasures and suggestions to the management system of civil aviation security check, hoping to provide a reference for the management system reform of security check in China.
