Unbalanced development of regional economy is a common feature of world economic development and proper regional economic disparities play a positive role in enhancing the efficiency of regional economic development. But the pretty large disparity might have bad effect on the overall level of economic development and development of harmonious society.Regional economic disparities have become the research focus of all social circles. The level of industrialization is an important indicator to measure economic development of a country or region. Disparities in regional economic development can largely be attributed to variations in industrialization. Shandong Province is located in the eastern coast of China.There are variations in industrialization among the 17 cities in Shandong Province, and the trend is widening.Therefore, analyzing the spatial and temporal variations in industrialization in Shandong Province and the forming reasons for the differences and proposing appropriate regulatory measures are of great significance to narrow the development gap between the industrialized regions of Shandong Province and to promote sustainable and balanced development of social economy.According to some mature theories raised by Chenery、Kuznets、Patti Clark and Hoffman Theorem, this study first analyzes the development stage of industrialization in Shandong Province and concludes that Dongying, Jinan, Qingdao, Zibo and Yantai have a high development stage of industrialization while Heze and Liaocheng have a low development stage of industrialization. Although according to the theories abroad can calculate the development stage of industrialization in the cities of Shandong Province, the theories considered are too simple, which cannot apply to the reality in our country entirely. Thus, from the reality of China and Shandong Province this study does an analysis of the data in 2006, 2008, 2010 and 2012 about industrialization in the Yearbook and Statistical Bulletin of Shandong Province and the17 cities, constructs an index system to make a further judgment of the level of industrialization.On the basis of the Analytic Hierarchy Process, a comprehensive evaluation index system of Shandong Province industrialization is constructed which can evaluate five major categories involving 19 indexes such as economic development, industrial structure, industrial economic efficiency, scientific and technological values, and resource consumption and environmental protection. This study employs expert consultation method and AHP Analytic Hierarchy Process to establish the importance of each index and uses composite index method to calculate composite index of the level of industrialization in Shandong Province and its 17 cities. From thetemporal differences, the overall level of industrialization in Shandong Province continues to improve, but the developing trend in 17 cities are quite different: eight cities such as Jinan and Qingdao have a steady increase in industrialization composite index, other 8 cities such as Zibo and Yantai have fluctuating increase in industrialized composite index.while the industrialization composite index in Zaozhuang continues to decrease. Judging from the spatial differences, the differentiation of industrialized level in Shandong Province is very serious. The level of industrialization in 17 cities is either higher than the provincial average or far lower than the provincial average and the number of the cities whose industrialized level is roughly equal to the provincial average is very limited. From the perspective of geography, the overall level of industrialization in Shandong Province has a descending trend from east to west.From the view of the evolution of spatial differences, the absolute gap in space is widening while the relative gap in space is narrowing.Spatial differences of industrialization in Shandong Province result from the interaction of multiaspect factors,mainly including resource endowments, geographic conditions, regional development strategies and government support, industrial restructuring situation, urbanization level, innovation competence of science and technology, human resource status and opening achievements.Regions with different industrialization levels should adopt different regulatory strategies: The regions with higher industrialization levels should make great efforts to enhance independent research and development of core technologies, give full play to the leading role of the region and consolidate the status of the traditional advantaged industry;Whereas the regions with lower industrialization levels should enhance government support and accelerate the urbanization process, improve the innovation competence of science and technology and improve the quality of labor, encourage the proper labor flow,obtain more opening achievements and integrate appropriately with the industry transfer in developed regions at home and abroad.
