Temporal And Spatial Differences And Its Influencing Causes Of Green Development In Shandong Province

The report of the 19 th CPC National Congress clearly stated that China must form a green development approach and way of life,and firmly take the path of civilized development with development in production,prosperity in life,and good ecology.Shandong Province is located in the eastern coastal region of China and is a major energy province.It is at a crucial stage in the transition of the development model.In recent years,the overall economic strength has significant ly increased.In 2016,the per capita GDP of Shandong Province ranked third in the country,but the level of resource and environmental carrying capacity was relatively low.The total amount of energy resources consumed is too large and the utilization rat e is low,which makes the constraints on resources and the environment in Shandong Province continuously increase,and the contradiction between resources,environment and economy is increasingly prominent.Under the background of the Party's Nineteenth Congress report strongly advocating the green development approach,it is of great significance to explore the level of green development in Shandong Province and its influencing factors.Based on a large amount of reading literature,this article defines th e concept of green development and discusses the theoretical basis of green development from four aspects of circular economy theory,ecological economy coordinated development theory,sustainable development theory and scientific development concept,and then from the economic drive,The environment-driven and government-driven three angles discuss the drivers of green development.Then,the status quo of the green development in Shandong Province was analyzed from three aspects of economy,resources and environment,and government support,and the problems in the green development of Shandong Province were pointed out.In addition,the evaluation model of Shandong province's green development level index was constructed to take 17 cities in Shandong Province as the research object,and the green development level in 2008-2016 was calculated,and the differences in green development levels were analyzed from two aspects of time and space..Then,from three aspects of economic factors,environmental factors and government support factors,the factors affecting the level of green development are discussed,and the corresponding indicators are selected to establish the panel model.Then,the regression equation of the differences in the level of green development is constructed.Through the study,we found the following conclusions:(1)During 2008-2016, Shandong Province,the degree of economic growth,the carrying capacity of resources and environment,government support,and the overall level of green development are on the increase.The growth rate of economic growth and government support have increased rapidly,while the growth of environmental carrying capacity has been relatively slow.(2)The spatial structure of Shandong's green development is not balanced.The level of green development in the eastern part of Shandong Province is relatively good.The level of green development in the central region of Shandong Province needs to be further improved,while the level of green development in the western region is relatively low.(3)Economic factors have always been the factors affecting the growth of the level of green development in Shandong Province.The per capita GDP has gradually increased its role in increasing the level of green development in Shandong Province.(4)Environmental factors play a certain role in improving the level of green development,but environmental factors have a certain lag,so the impact of environmental factors on the level of green development is less than economic factors and government factors.(5)The government factor has played an increasingly important role in improving the level of green development in Shandong Province.It is mainly because the government plays an important role in the green development and the green t ransformation process.To achieve green development,we must vigorously develop the role of the government.On the basis of the above conclusions,by summarizing the problems in the development,relevant countermeasures and suggestions for promoting the l evel of green development in Shandong Province were proposed:(1)promote the concept of green development and to popularize the knowledge of green development.(2)transfer the structure to promote the transformation and upgrading of the industri al structure.(3)strengthen technological innovation.(4)strengthen the supervisory role of the government.(5)trengthen international cooperation and exchange.Through the establishment of the overall interests coordination mechanism of Shandong Province,the problem of regional development imbalance of green development level is reduced.
