Study On The Types, Timing And Pattern Of Rural Residential Area Sorting In Haimen City Based On CMI - PA Model

With the advance of Chinese new urbanization and population gradually concentrated in urban, which leads to the structural contradiction between the supply shortage of urban construction land and the inefficient use of rural construction land. To solve this problem, to achieve the dynamic and qualitative balance of cultivated land and to control the gross of construction land, our country conducted a comprehensive rural residential land consolidation work in recent years. Based on the practice and the researches of the related theories, combined with the actual situation of rural residential of Haimen in Jiangsu province, the paper studied the related problems of the type, schedule and mode consolidation of rural residential land,and so on, in order to provide a scientfic theory basis of the depth and orderly promoting of rural residential land consolidation.Firstly, the paper analyzes and summarizes the related researches of rural residential land consolidation in China and abroad, especially for the consolidation type, consolidation schedule and consolidation mode.Based on related theoretical researches, the paper analyzes the factors affecting rural residential land consolidation in Haimen, selects seven indexes such like per capita rural residential area, fragmentation index, to construct the CMI-PA model(which combined with comprehensive morphological index and per capita rural residential area). And then, it uses Erdas8.4, Fragstats3.3 and Arcgis9.3 to get the required index data, calculates the index weight and comprehensive evaluation value by subjective weighting method and entropy method, determines the classification standard by cluster analysis of SPSS20.0.At last, it divides Haimen rural residential land consolidation into the prior consolidation area, the key consolidation area, the common consolidation area, the moderate consolidation area and the temporary unconsolidation area on the village scale.To arrange rural residential land consolidation projects, the paper divides consolidation schedule of rural residential on the patch scale. It selects seven indexes that influence the complexity of rural residential land consolidation and four indexes that affect the location conditions to calculate the consolidational urgency, determines the weight and comprehensive evaluation value by the same method of CMI-PA model, uses the natural breakpoint method in Arcgis 9.3 to determine the grading criteria, then divides Haimen rural residentional land into short, medium and long-term consolidation schedule to provide an operational basis.Based on the above researches, combined with the four main consolidation modes of rural residential land in our country(center village construction, rural urbanization, merge villages, the whole village relocation)and the target of Haimen rural residential land consolidation, the paper determines the consolidation mode in Haimen and proposes the related safeguard measures from three aspects of administrative, economic and public participation, which provide a solid guarantee to conduct rural residential land consolidation in scientific and rational.
