| With the deepening of reform and opening and accelerating of urbanization,the contraction between the rapid growth of the urban population and an increasingly tense of land resource becomes outstanding,sustainable use of land resources become the key to the development in both economic and society.Due to the influence of the dual management system in rural and urban areas,unreasonable of rural residential use exist,and restrict the further development of urban and rural areas seriously.Rural residential land consolidation can not only increase effective arable land quantity to ensure the number of arable land and grain security,but swap out a number of land for urban expansion and conductive to the sustainable development of different villages and towns.This article takes Daying District that represents central Sichuan as sample.Under the background of land consolidation and balance urban and rural development,calculated both theoretical potential and actual potential of rural residential land in Daying District by collecting relevant data and on-the-post reconnaissance and using basic theory and methods of rural residential consolidation.And chose12factors in4aspects(include natural economic social and land use)to the research of comprehensive evaluation and classification of rural residential consolidation.Then summed up different patterns of rural residential consolidation based on the actual situation in Daying District,in order to provide the method and pattern of rural residential consolidation to the areas where similar to Daying District in central Sichuan.The findings of this article are as follows: 1.Got the area of rural residential land was6995.65hm2and the number of rural population was432715,and then calculated the data of per rural residential land was161.67m2,which was much more higher than the notional standard.2.According to the overall for land utilization in Daying District,determined the standard of per rural residential land area will be140m2per person and the urbanization rate will be56%by the year of2020; Calculated rural population of Daying District by2020through Combining linear growth model with the data of population forecast in government,and got three sets of data;3.Calculated the theoretical potential of rural residential consolidation through combing the standard of average per person construction land with the forecast data of rural population.Compared three kinds of methods of calculation through Delphi Technique to determine the weight,then got the potential of rural residential consolidation in Daying District was1972.30hm2.4. The rural residential land arrangement potential comprehensive evaluation index was built up with a12factors of4aspects include nature, economy, society and land use. Through the establishment of judgment matrix calculating weight calculation of each villages and towns under the condition of multiple factors comprehensive index, and measure the potential of rural residential land in DaYing District restrictive for826.79hm2.5.Considered the impact that the actual conditions took in each village and town,,then calculated the index of comprehensive potential evaluation through multiple index analytic hierarchy process (AHP) combined with SPSS clustering analysis, systematically the rural residential areas in DaYing District potential can be divided into four levels.The primary potential level is Penglai Town, secondary level is Longsheng Town, Yufeng Town and Hebian Town, third level is Huima Town, Xiangshan Town and Tongxian Town, fourth level is Zhuotongjing Town, Tianbao Town and Zhishui Town.6.According to classification result, and combining with the inner condition of evaluation unit (in the inner condition of township and village), characteristics of topography and land use.DaYing District rural residential consolidation can be divided into preferential area, emphasis area and the optimized area. And we can put forward the corresponding arrangement patterns. The arrangement mode of preferential area is urban community, the arrangement mode of emphasis area is village relocation and point and the whole village to move mode, and the arrangement mode of optimized area is old village transformation and Integration of the village and enterprise.Calculated the potential of rural residential land consolidation in Daying District and then put forward the corresponding countermeasures.Hope to give some train of thought about rural residential consolidation in the areas of Hilly Area in central Sichuan and reach the goal of scientific and sustainable land use. |
