| In China's land use practice, land readjustment has contributed a lot in realizing the rational disposition of land resource and in improving the land use efficiency and the ecological environment. Meanwhile, land readjustment has caught increasingly concern within land use literature. Regarding land readjustment, one of the essential contents should be the potentiality of land readjustment, upon which land arrangement plan can be plotted. However, so far as the theoretical and empirical researches in China's mainland, the discuss on the connotation and evaluation methodology of land readjustment potentiality is on the primary phase . And there are many differences between different countries on land readjustment potentiality. Taking Lijin County in ShangDong as a case and based on the village land use conditions and problems, the paper analyzes the potentiality of village land readjustment during the accelerating of village economy. And it gives some thoughts on the connotion, the target framework of evaluation, evaluation methodology and guides for village land readjustment. The paper is provided to theory base on and practice guidant to relevant researches.Rural residential area of our country has many problems on land using, such as the low land utilization ratio and the low volume rate. It is urgent to carry out land readjustment to relieve the crucial contradictions between land and human in country area and gain the goal of: " dynamic balance of general cultivated land" .Based on analyzing the problems that exist on land utilization in naval residential area, this paper shows the necessity of land readjustment on it. According to the real situation of different regions. there are four kinds of operation modes: urbanization in country area, natural village combination, and interior readjustment of center village and moving to another area model. Owing to the scarcity of fund is the first important problem to restrict the land readjustment in rural residential area, we should raise money from various sources according to the economic development level of our country to ensure this work goes with a swing.Implementation of land used for urban construction and the increase in rural land for the construction of reduction has become linked to the current land planning revising the hot, This can optimize the layout of urban and rural land, alleviation of urban industrialization development of the urban population of the land of high tension, improving the rural areas, improving the quality of the living environment of effective measures. The implementation of the measures is the main way for the widening of rural settlements for reasonable planning and layout, will be sorted out in the rural areas of reclaimed land for the construction of certain indicators of farmland, the corresponding increase in number of urban building sites. Pothook of the increase of city construction land and the decrease of rural residential land provided a new method to relieve thedemand of city construction land in the progress of urbanization. Lijin County in Shandong was taken as an example to analyze thenecessity and advantage of pothook policy. The potential of the increase of city construction land and the decrease of rural residential land wasstudied. Finally, correlative suggestions were put forward topromote the actualization of the pothook.based on sufficient exploiture of rural land potential in Lijin County, some measures and suggestions corresponding to urban-rural construction land were put forward. And consolidation of rural settlement is positive to increasing economic development, which deserves the popularization nationally to preserve the limited farmland in our country and continuance land utilization. |
