Since China’s reform and opening up, Chinese manufacturing enterprises have developed very quickly.Although It has overcome the weak foundation, and low technical innovation and all sorts of objective obstacles, human resource management issues have plagued manufacturing enterprise development. The emergence of the grass-roots staff turnover problems for labor-intensive manufacturing enterprises is also a very serious obstacle. For manufacturing, basic operation personnel accounts for most of the company’s total staff. Not having enough human resources can not only stop the normal production activities from carrying out, but can also result in the increase in labor costs and the instability of technology. Frequent flow caused by technology and personnel changes will affect the stability of product quality and the organization as well as the reputation of the enterprise and its competitiveness.The resulting problems, in turn, hit the morale of the employees, shook the confidence of the employee service and the enterprise as a whole for a long time.Therefore, the high erosion problems in the grass-roots staff should be seriously considered. How to reduce staff turnover at the grassroots level? To stabilize the grass-roots staff turn over is an urgent problem that human resource management needs to solve.This paper takes the employees loss of manufacturing enterprise A as the research object, and made a statistics of the employees loss of the enterprises in recent years based on the number of grass-roots staff turnover, type, length of service, education and other related data. And summarize the characteristics and influence of its employees turnover. In the meantime, analyzing the main factor of the manufacturing enterprise staff losses at the grass-roots level according to the relevant theories of modern human resources management. In the perspective of enterprise management, one can put forward a series of measures to prevent employee retention, optimize the working environment of the enterprise, the wages, the enterprise culture and management style and create a good development space for the employees in enterprises. Effectively controlling the loss of staff, lowering labor costs and reducing the management cost will maintain enterprise staff stability and advance its performances.
