Economic census has important significance in full understanding the recent developments the second and third industries. It can make great contribution to formulating programs for the economic and social development, improving decision-making and management of governments at all levels and providing services for the public. Self-employment workers have such characteristics as high mobility, often giving up their private venture and change to other jobs. As a special part of economic census, its data collection results in large amount of work and great difficulty. It has always been the weakest part in economic census.Compared with the second national economic census carried out5years ago, the third national economic census, which finished recently, improved its information collection, such as data collection, transmission and aggregation, Its most remarkable feature is the digital survey measures. The survey to Self-employment ventures was carried out by combining general survey with sample survey for the first time. The survey department of National Bureau of Statistics dominated the work in this respect. Based on case of the third economic census in Qujing, this study aims to demonstrate the significance of the application of BPR in Self-employment venture survey, by demonstrating the advancement in the third economic census compared to the second census in self-employment venture survey. Meanwhile, guided by BPR, this study tries to find out the advantages and disadvantages in the third economic census, and explores approaches to further optimize the self-employment venture survey, and finally, provides strategies and proposals to improving the data accuracy of self-employment ventures in economic census.
