It has been a crucial period for most the medium and large state-owned suevey and design institutes in the construction area from the end of the twentieth century to the beginning of the twenty-first century because of the big change of the external environment. A lot of foreign enterprises are entering the Chinese market after China's accession to WTO, and more and more small scaled enterprises are established with a high growth speed in their integral competence in this period. This made a more and more crucial market of construction suevey and design for these state-owned enterprises because of their backward management, inefficient productivity, lowered market competence under the long-term traditional planned economy environment.Under such a severe circumstance outlined above, the large-and-medium state-owned suevey and design institutes, both for these reformed or non-reformed, make great efforts to keep their sustainable competitive advantage from Business process reengineering (BPR). The author interviews many enterprises and collects a large amount of information and data. Based on these work, a comprehensive research is conducted with particular emphasis on two enterprises, namely, Beijing Geotechnical Institute and Capital Engineering & Research Incorporation Ltd. The effects of the practice is investigated, which turn out the conclusion that the business process reengineering plays an important role as a theoretical and practical guide for the Chinese large-and-medium scaled state-owned suevey and design institutes .
