Research On The Management Mode Of Small And Medium - Sized Enterprises Cluster In Yongxing County, Hunan Province

China’s reform and opening up has been more than three decades, according to the current "Provisional Regulations on Standards for SMEs" to define the scope, the number of SMEs in our country has been more than four thousand million in 2014,and it’s more than 95% of total number of enterprises in our country. The shares of wealth that they devoted for more than 60% of GDP, SMEs have become a pillar of strength of our nation’s economic development. Whether in the eastern coastal areas, and even inland areas of China, SME clusters are distributed in different industries, or different types, which involve industries as:metal goods, garment and textile, electronic products, machinery and so on. Yiwu Zhejiang Small Commodity market, Jinjiang Fujian sports shoes production base, Guangdong’s electronic information equipment manufacturing corridors, all have become a typical example of SME clusters. SME clusters make enterprises fall in the cooperative development for specialization, homogeneous products promoted by progress in the competition. This is conducive to efficient regional economic growth in China. But since2008 worldwide economic crisis, overseas markets effected by the recession. SMEs in China are facing a severe test, which main sales channel is exports, and main products are low-value-added products. How to survive and develop between shrinking external demand and small domestic demand, which is a problem plaguing SMEs. SMEs’survival and development is limited by its own conditions, such as lack of financial and technical resources, small production scale and low market share. SME cluster business model is not only to promote regional economic development, but also conducive to SMEs themselves. It can help companies reduce transaction costs, form economies of scale and brand effect, etc., this organizational forms can drive business innovation also. Therefore, the research of enterprise cluster business model is significance for our country’s SMEs and regional economic development.In this paper, the theoretical bases on SME clusters, and combines with the status of Yongxing County, Hunan rare noble metals recycling and processing enterprise clusters, analyzes the influence of the SMEs clusters business model for their own and the regional economy. Especially it analysis the features and advantages of the form of SME clusters, and the helps for enterprise value and regional attraction to enterprises. It’s to provide information for the study of the relationship between business development and clusters, but also provide a useful reference for the theory of SME clusters.By studying of Yongxing, Hunan rare noble metals recycling and processing enterprises cluster, it reflect that Manufacturing SMEs still producing low-value-added products which located upstream of the industrial chain. Enterprise development has huge blocks:Technical scarce, small competitiveness. This paper will contribute to our country’s small and medium manufacturing enterprises to find business model, improve its capacity for sustainable development, nurture and enhance their core competitiveness. It also provides a useful thinking for regional economic development.
