More and more public buildings have been builded in the recent years, with larger and larger building-size and more and more building energy consumption. Now the energy consumption of large-scale public buildings has been the emphasis in the management of building energy efficiency. Policies, criteria, new techniques and new products in China for building energy efficiency in the recent years are analyzed and summarized in the paper. And the development course of building energy efficiency, laws and regulations and management techniques for building energy efficiency in some important developed countries are also analyzed and summarized.Energy consumption and energy efficiency of large-scale public buildings are analyzed, the energy consumption characteristics of large-scale public buildings, differentiating from residential buildings and common public buildings, and the energy consumption characteristics of several typical large-scale public buildings and the reasons for the high energy consumption of large-scale public buildings included. A general consultation for large-scale public buildings energy efficiency is put forward.Air-condition energy efficiency in the large-scale pubic buildings is the emphasis of the studies. The reasons for the high energy consumption of air-condition in large-scale public buildings are analyzed, and idiographic techniques for reducing the air-condition energy consumption are put forward.Energy efficiency techniques for heating system, lighting system, elevator system and office equipments are also studied, especially the lighting system energy efficiency."Lighting subarea"is put forward through the illumination of"air-condition subarea", which has important effect of evoking more brilliant techniques for air-condition energy efficiency.
