| The Universal basic type Pension is the important part of the social security system. After so many reforms, we have established old age insurance system which covered the cities and countries. Most people could get the basic security. But with the further development of socialist market economy, the speed of population-aging becomes fast. The problems of the system of endowment insurance appeared gradually, such as the narrow covered surface of the basic endowment insurance for the urban employees, serious fragmentation, single channel of fund raising, insufficient fees and high fees and so on. Our Country has made many various parameters adjustments to these problems, but the effect is minimal. Therefore, pension insurance of China urban workers needs to be top-level design and structural adjustment.The construction of appropriate inclusive pension system for urban workers is necessary and feasible.The article firstly reviewed the domestic and overseas research situations of the universal pension system as well as analyzed the shortages of the basic old age insurance system for the urban employees on the basis of the theory of the public pensions system. At the same time, the article puts up with the necessities and advantages to build moderate universal pension system of the urban employee for the urban employees. Secondly, the article starts from the two views of the feasibility and the sustainable development to establish the urban employee moderate universal pension system for the urban employees, taking Fujian Province for example. Besides, the article pays attention to the structure design of the system and the governmental finance burden in order to make the new system more suitable and scientific. At last, In order to ensure the integrity and feasibility of the new system, we put forward the supporting measures of the urban workers’ inclusive pension system, which to provide reference for the reform of China pension insurance system. |
