Research On The Endowment Insurance System For Urban And Rural Residents Of Henan Province

Endowment insurance has always been concerned as the important issue about Party and the people. Both the party’s Seventeenth and Eighteenth Conference of People’s Congress proposed that to build the social security system covering urban and rural residents need to coordinate development of urban and rural social security system, to completely change the problems of incomplete coverage, single levels, lack of fairness, and so on. The endowment insurance as a top priority to social security issues, and it is more closely linked to people’s livelihood. Especially in the current that problem of aging population has become increasingly prominent, to solve this problem, we must establish a scientific and reasonable endowment Insurance System. The government attaches particular importance to the establishment of the endowment insurance system, which by adhering to the people-oriented, taking livelihood issues as a prerequisite, making sure the social justice as a concept, aiming at building a moderately prosperous society before 2020, to design, implement and develop the system.The development of social security is accompanied by the continuous deepening of process of reform and opening up. After 60 years of exploration and practice, China’s endowment insurance system was established be a universal benefited system from small to full-range coverage, regarding the social insurance as the main body. In 2011, Henan Province has taken the new rural social endowment insurance and social pension insurance system for urban residents in both implementation of the merger, and established a unified endowment insurance system for urban and rural residents in the province, which made Henan Province is one of the first batch of 10 provinces created the integration of the two systems. Henan Province has made great progress in advancing the process of the system, but also facing some difficulties and problems. The paper explores and analyzes the endowment insurance system for urban and rural residents by using a variety of analytical methods and also taking Henan Province as the case.The paper is divided into six chapters. The first chapter discusses the background and significance of the study, and the domestic and international review of the study. The second chapter is an overview of the endowment insurance system for urban and rural residents, including the discourse of defined in terms of the concepts and the basic principles of the system. The third chapter is about the in-depth exploration of the development of Henan Province’s endowment systems, as well as the analysis of the practice of endowment insurance system for urban and rural residents in Henan Province and the achievements of typical regions. The fourth chapter outlines the problems and reasons of the endowment insurance system for urban and rural residents in Henan Province. The fifth chapter pickups typical areas of China to analyze for aspects of the design and implementation of the endowment insurance system for urban and rural residents. The final chapter is about the suggestions to improve the endowment insurance system for urban and rural residents in Henan Province, which from the practical point of view hope that would be beneficial for advancing the work of the system.
