International industry transfer exerts direct influence in formation and changes of the international division of labor, as well as in adjustment, optimization and upgrade of industry structure. Since the 1980s, the trend of international industry transfer to developing countries is accelerated, the developed countries used industrial transfer and adjustment to enhance the competitiveness of its development by multinational companies, developing countries to undertake industry as its opening wider to the outside and accelerate the development of the fast channel by undertaking industrial transfer and implementation in the developed countries, China’s rapid growth is the best example. However, developing countries to undertake production share of the international industrial transfer, it means that the greater value obtained in the process of global production network is larger? With costs and benefits in the process of exchanging market with technology? Therefore, the benefit of developing countries in international industry transfer allocation, promoting the value of the industry to obtain ability is the problem we further thinking of.This paper use of international Input-output model establishment of the industry performance evaluation indicators, using the WIOD database in 1995-2011 measured the space distribution features and the national value distribution index in the international industry transfer of the 41 countries (regions) in 31 department. At the same time, comprehensive two indicators of industry to turn or share and IVD index assessed the international industry transfer performance of the six areas, and focus on the comparative analysis of China and the world’s major countries (regions) of industrial performance.The main conclusions are as follows:1.From the distribution of the international space industry, international industrial transfer mainly in manufacturing-based and concentrated in Europe and The Asia-Pacific Region, the resource-based industries and manufacturing transfer to Asian countries, especially the trend shift to China is very clear, China obtain a larger share of production in the international industrial division of labor, China is the biggest country to undertake international industrial transfer, the industry mainly comes from developed countries, The United States is the biggest country turns industry to abroad, and service industries move to Europe and other developed regions; 2.From the international value distribution index, China’s IVD index fell by a big margin in 17 years, the value of ability to obtain various industries was significantly lower than developed countries,while the developed regions of Europe’s IVD index remained unchanged or slightly increased slightly, its participation in international division of labor in obtaining greater value added; 3. From the results of Evaluate industry performance, the developed countries is given priority to in absolute winner industry and relative winners industry, with winner industry in the majority in China, and Latin America and the rest of the world (region) is given priority to with absolute loser’s industry. We can say that China’s industries are still concentrated in the international distribution of front-end input-output tables, economic development relies mainly on the amount of extension rather than a qualitative improvement achieved. Therefore, we can improve the acceptance capability of the industry, promote the optimization and upgrading of industrial structure, improve the level of infrastructure, optimization of regional layout and promote service trade facilitation, etc to improve the China’s ability to participate in the international industrial division of labor.
