In order to promote the sustainable development of China’s high-speed railway construction, the comprehensive development of HST station area was haven high hopes. In the background of the rail sector’s reform and support from national policy, comprehensive development of HST station area was still in slow progress. The reason why the comprehensive development of China’s HST station area is difficult to achieve, becomes an urgent problem to solve. By the summary of existing research, this paper finds that the lack of distribution mechanism of land incremental value during the comprehensive development of HST station area is one of the major reasons.On the basis of literature review, this paper attempts to explore the formation and distribution of land incremental value during comprehensive development of HST station area of large cities in China under the current system. This paper finds that, if the hierarchical division system of construction land use right has been improved, the distribution of land incremental value during the comprehensive development of the existing HST station area is unfair to the local government, and the distribution of land incremental value during the comprehensive development of the newly-built HST station area is unfair to the railway sector. Therefore, the lack of equitable distribution mechanism of land incremental value hinders the comprehensive development of HST station area of large cities in China.Then, the paper systematically arranges and compares the domestic and international distribution mechanisms during comprehensive development of HST (rail transit) station area.Lastly, based on China’s present reality, this paper selects the appropriate distribution mechanisms of land incremental value for the comprehensive development of HST station area of larges cities. About the distribution mechanism of land incremental value during comprehensive development of the existing HST station area of large cities in China, in the short term, we should take the way that the local government and the railway sector participate in the land development jointly and share the land incremental value; in the long term, after the railway sector has the ability to development, we should take the way that the railway sector develops independently after it is responsible for the construction of public facilities or pay a facilities fee. About the distribution mechanism of land incremental value during comprehensive development of the newly-built HST station area of large cities in China, in the short term, we should take the tax return mechanisms, which can be subdivided into two ways, one is that the local government returns tax revenue to the railway sector, the second is that the local government determines the land price reasonably at when the railway hasn’t been built and then give the more part of the land concession expense back to the railway sector; in the long term, after the railway sector has the ability to development, we should take the way that the local government determines the land price reasonably at when the railway hasn’t been built, and transters the land use right to the railway sector at this price, the the railway sector develops the land independently or with developers.
