As the Chinese economic and social development entering a new normal period, the meaning of high speed railway is not only existed in transportation area, but also in promotion of new urbanization and optimization of the economic space pattern. The construction and development of the HSR station also became the focus point of the society. Referring to the history of HSR all over the world, the railway stations with excellent economic effect are all contributed to the comprehensive land development with rational planning and explicit rights and benefits. More than making up the deficit and raising the profits through the virtuous cycle between land utilization and transportation, the scientific and reasonable development model could revitalize the railway land resource and broaden the financing channel for the railway company. While look into the situation of our county, the Railway Ministry of China generated high debts and most existing HSR stations are only transfer nodes without the function of business, trade and service. This thesis detects the reasons in the phenomenon with resource optimization in Coase Theorem and Property Economics, and puts forward the key reason is the initial rights definitions, especially the land development, are different between foreign countries and China.On the basis of analyzing the connotation of HSR station land development right and its benefit distribution, the paper displays the game about HSR station land between government, railway companies and market players with land property game theory. On the one hand, it starts incomplete information dynamic game of land development right between government and railway companies to seek the optimal strategy. One the other hand, it uses the cooperative game of development model and benefit distribution between railway companies and market players to find the equilibrium interest solution according to different development model and ownership of land development right. Then this paper puts forward two interest distribution programs based on the games above and the analysis of the premises of distribution, such as the development subjects, the dynamic distribution and the interest range. At last, in the cases study, this thesis shows the comparative analysis from the perspectives of development subjects, land development right ownership and the benefit distribution on Tokyo station and Beijing south station, which are contrast cases. However, the contrast study is aiming at proposing useful and valid suggestions to the new work of HSR station land comprehensive development in the future. The attempt is been used in the example of Laocheng Station in Hainan Province.In a conclusion, the result of this paper is it is necessary to review the relationship between station land comprehensive development and benefit distribution from the angle of resource optimization, and use the effective development model to promote the land value enhancement. Considering the reasonable interest distribution comes from explicit land property, the transfer of land development should be under the condition of clear property. And the specific suggestions are as below:(1) Strengthening the revitalization of railway land among the development subjects;(2) Promoting communication and coordination between government and railway companies;(3) Making the relationship of different subjects clearly to ensure participation as early as possible;(4) Searching for high-effective and reproducible development model;(5) Combining the power and interest together to realize the equitable distribution of HSR station land development.
