Kazakhstan Industry Income Gap Researchand Enlightenmentto China

The industry income gap is an important factor to reflect one the influence income distribution and the labor income levels of one country, moreover, the industry income gap is one important factor to measure the fairness. Too large income gap is not only harmful to the steady and rapid development of national economy, and it is non-conducive to promoting social justice. The reasonable industry income gap would benefit promoting economic and social development and building a moderately prosperous society.Transition of Kazakhstan economy reflected the development and distribution of all industries. After entering the new century, Kazakhstan economy is stable,while the industry revenue have maintained a high growth rate as a whole. The average monthly income of all industries increased from 11864 tenge in 1999 to 121 021 tenge in 2014,and it is 9 times, especially, the mining and processing industry and agriculture is increased by 14 times and 11 times. At the same time, the index inflecting income gap narrowed gradually. For example,the Theil index narrowed by 0.2275 in 1999 to0.0909 in 2014, indicating that the income distribution structure is getting better and better.Compared to Kazakhstan, Theil index of China is less than Kazakhstan,but the income gap of industry are expanding. How to prevent our industry income gap is an important issue that we must think about seriously.Based on the data from the Statistical Yearbook of Kazakhstan, the paper discusses the industry income development status and trend from the background of political and economic reforms in Kazakhstan. By calculating extreme difference,extreme ratio, variation coefficient, Theil index and other indicators, it is analysis the income gap current situation and development trend. Based on the Kazakh industry revenue data from 2006 to 2014, integrated the umber of industry to 14, established one panel data model,the empirical analysis found that the labor productivity,capital intensity, industry hierarchy, foreign capital enterprise participation, impact theindustry income gap.Comparing the industry income gap between China and Kazakhstan, analyzing the reasons of narrowing income gap, the real aim is to summarize the enlightenment to control of the widening income gap in China.
