In the past, the utility staffs needed to read the meter of electricity home by home and then sent the billing to every home and charge for them. This was a difficult and heavy work for the staffs and the utility company, and the results were always not accurate for human errors.Recently, the end consumers of urban communities are developed very fast, the method of human work cannot meet the requirements-of time and accuracy. Thus, the study of smart metering and billing for the community is very essential.In this paper, the problems of the community and the related supply and distribution system are investigated, and difficulties of metering service are also analyzed. Meanwhile, the requirements and necessary of the smart metering scheme of Qionghai city are analyzed. According to realistic condition, the scheme of remote metering and smart billing system is chosen for practical. In order to guarantee the accuracy of data exchange, the automatic communication of metering system is designed based on H-PLC technology. The system architecture, configuration principle, communication scheme and primary station is studied and designed. Furthermore, in order to select smart meter for practical application, the tests of smart meter schemes are conducted, in terms of metering success rate, remote billing success rate, and economic factors.Finally, the social benefit, management benefit, economic benefit and implementation feasibility are analyzed. It is demonstrated that the smart metering and remote billing can be beneficial for the development of Smart Grid, which also has benefits for the informatization and intelligent level of the utility company.
