The existing electric parameters gathering master station system of Zhengzhou power supply companies is developed in cooperation with Zhuhai Siemens company. The system which composed of the main server, disk array, WEB server, network laser printers, terminal servers and PC user workstations and so on has been running for about 7 to 8 years. Based on the investigation and anaysis of the existing electric parameters gathering master station system's operation, this article proposed a upgrading programme to the master.station system according to the technical characteristics and application requirement of this system. After the upgrading, the electric parameters gathering master station system shall be the energy billing and on line line loss monitoring system for Zhengzhou Power network.Energy billing and on line line loss monitoring system is a data integration application platform. It makes data sharing reality, provides the power marketing system, EMS system and MIS systems and other related systems with accurate and reliable electricity data. After configuration utility application process, it can provide grid management, power dispatching, equipment management and network analysis scientific management tool.Energy billing and on line line loss monitoring system using digital and network channels for data collection and transmission, it also supports open communication protocols. It makes great progress in the reliability, stability and openness of data collection. the system can access the capacity of the new substation in next five years to meet the system requirements'development, and support the development of flexible applications. Power Line Loss billing and monitoring system upgrade, part of the electricity distribution network to achieve long-range synchronous meter reading, real-time monitoring District Line Loss fluctuations measured to meet the load demand for electricity distribution network for the future well provide a reliable basis for upgrade copy.In order to achieve remote synchronization meter reading of distribution network, this article chooses three typical distribution line which has heavy loads and big line lossess error was choosed as pilot project for remote meter reading reform.
