Wutong river irrigation area, as one of the heilongjiang province commodity grain base, has a unique water and soil resources, the strategic significance, especially for the development of the characteristic economy of heilongjiang province, accelerate the construction of agricultural modernization in our province and the national food security provides a powerful guarantee and play a crucial role. In order to give full play to the regional resource advantage, make full use of the existing irrigation works, water and soil resources in the studied area, the development of irrigated agriculture, country and agricultural reclamation bureau to form a complete set of the extension and water-saving irrigation region. After the irrigation planning project implementation, need to modify irrigation area after the comprehensive benefit evaluation, the project can be found the problem of reconstruction of and adopt the corresponding modification of water-saving technical measures, at the same time for the future working instruction played an essential role.This article from the wutong river irrigated areas supporting and water-saving reform project practice, based on the theory of domestic and foreign advanced evaluation system, using the analytic hierarchy process (ahp), using MATLAB and EXCEL data processing software, such as the evaluation of comprehensive benefit of irrigation district. Analyzes the main problems of irrigation area, form a complete set of irrigated areas is studied and the significance of water saving reconstruction. The main research content is as follows:1) On the history and status quo of full wutong river irrigation area to carry out the research,the reconstruction of water-saving in full wutong river,starting from the actual situation,for the selection of evaluation factors on the evaluation of the irrigation district in the future.2) To collect and read the water-saving transformation related literature at home and abroad, analysis of related engineering standards, technical indicators, the research results, provide a reference for the selection of evaluation index system of indexes; Study of advanced and mature evaluation methods both at home and abroad and skilled, to provide technical guarantee for irrigation area behind the evaluation.3) Through the study of literature, analysis, selection, determine the index elements evaluation standard system, the index system by the comprehensive index, index, index of irrigation district management, the reconstruction of comprehensive benefit index, environment index five primary index and several secondary indexes, and define the scope, build the evaluation system framework.4) Build form a complete set of irrigated areas and comprehensive evaluation system, transformation of calculation method is determined. And give the meaning of every index and evaluation, etc.5) Each evaluation method has its own advantages and disadvantages and suitable object, in combination with the practical situation of wutong river irrigation area, for the construction of various evaluation methods carries on the analysis comparison, determine the evaluation system of indicators elements in the most appropriate evaluation method of transformation of water saving.6) Combine to determine evaluation index and evaluation method, evaluates the instance of wutong river irrigation area and concluded that combining evaluation conclusion, summarizes the evaluation effect and put forward feasible Suggestions.
