The Research Of Forest Fire Scene Command Information Integration

Forest is the gene pool, repository, energy source and reservoir with the most complete function in life, and it is significant to the sustainable development of economy of human society. However, forest fire, a natural one in forestry disaster, seriously affects the healthy development of social economy, causing huge losses to the state and people’s life and property safety. Forest fire scene command is a kind of leadership behavior, and to achieve the intention of the fire extinction on-site command staffs implement scientific guidance and scheduling process to the team attending the fire fighting. How to combine modern science and technology, securely and quickly command to extinguish forest fires and make the forest fire bring the losses to human to a minimum, as a whole to improve forest fire fighting command ability, is an important issue that the forest fire scene command is facing.This study comes from Science and Technology Plan Projects of Hunan Province,China, and the project name is:The Individual Command Information Integration and Implementation of Forest Fire (number:2012 GK3147). Research using computer technology, communication technology,3S technology and software development methods, proceeds with the integration and innovation, and solved the forest fire fighting command line personnel’s communication, command, coordination, safety problems, etc; to improve the efficiency of forest fire fighting command providing theoretical and technical support effectively, protect forest resources and people’s life and property safety, reduce the loss caused by forest fires on human. This paper mainly do the following research:(1) In this paper, the domestic and international forest fire scene command information integration are analyzed and summarized on the present situation and tendency of the development; taking forestry, forest fire, bioinformatics and systematic scientific theory as the instruction, to achieve forest fire scene command information integration, practical and feasible technical route was established.(2) A forest fire scene command hardware platform was set up. Hardware platform research mainly starts with two aspects of individual terminal and vehicle terminal, including individual terminal which mainly researches wireless sensors and video cameras, according to the design requirements of advanced, high reliability and expandability, selected advanced fighting and rescue equipment, completed the forest fire scene command organic integration of each special firefighting equipment and made a detailed introduction to the main hardware equipment, for the implementation of forest fire scene command information integration laid the foundation.(3)According to the demand of the forest fire scene command, the forest fire scene and the scene of the fire command related geographic information, weather information, information of forest resources, material resources and human resources information, and so on were comprehensively analyzed and pointed out, and the mobile equipment acquisition, satellite image acquisition and wireless sensors to collect the information such as sampling method were designed.(4) According to the information demand of forest fire scene command and the method of field information acquisition, Rothermel forest fire model and computer simulation technology, the business and the information process in the procedure of forest fire scene command information acquisition were designed.(5)According to the characteristics of the forest fire fighting command, those were integrated, such as computer technology, network technology and communication technology, etc, and the forest fire scene command suitable for the fire command information system was designed. The scene of the forest fire fighting and rescue personnel and commander of the video transmission, voice communication and the problem of site location were solved, and the forest fire scene command information integration was realized.Forest fire scene command information integration research is a complicated system engineering, involving more knowledge and wide field, so the thesis still has some shortcomings, and many problems in the process of on-site command still need to continue to find in practice and supplement. Further research remains to be carried out. Therefore, the work of forest fire scene command information integration has a long way to go.
