Shanxi Province Energy Development Conservation Of Water And Soil Compensation Standard Research

Soil and Water Conservation compensation is a hot research.In this paper,I make the field of energy development as a starting point,with the choice of coal,oil,natural gas for the study of soil and water conservation as my object of study,try to provide theoretical support for conservation of soil and water,and then promote energy development mechanism of compensation of soil and water and improve the curb resource development in the process of increasing soil erosion.In the paper,I summed up the research and implementation about compensation of soil and water.With sustainable development theory,theory of compensation for the use of environmental resources,external theory,theory of public goods,I carry out the Systems analysis about the basic issues of energy development,water and soil conservation compensation,such as the basic concept of routing and concrete way,taxation charges,and so on,and I put forward the implementation of a new way of taxation combined with the effect of the existing policy of charging.Basic on a large number of investigations,I selected 13 mines,5 oil production plant and 5 gas plants as the sample,study on the loss of soil and water conservation function of the value of ecosystem services and economic losses caused by soil erosion,and measures were carried out independently.The results showed that each mining unit loss of soil and water conservation products feature the value of ecosystem services:Coal to 49.93 Yuan/t(northern Shaanxi),31.08Yuan/t(Guanzhong),16.87Yuan/t (southern Shaanxi),230.94Yuan for the oil per t,natural gas for 0.08Yuan/m~3.Mining product per unit of economic loss caused by soil erosion:coal to 10.75Yuan/t(northern Shaanxi), 8.62Yuan/t(Guanzhong),4.11 Yuan/t(southern Shaanxi),oil for 65.05Yuan/t,natural gas for 0.02yuan/m~3.Based on the results of the study,taking into account the current level of economic development in Shaanxi Province,the bearing capacity of enterprises,public willingness to pay,the price index and other factors,combined with coal mining in Shanxi Province Soil and Water Conservation compensation mechanism findings,it is proposed Shaanxi coal oil and natural gas exploitation of soil erosion Compensation fee collection standards are as follows:Northern Shaanxi coal 5yuan/t,Guanzhong3yuan/t,southern Shaanxi 1 yuan/t,oil 30yuan/t,natural gas 0.008yuan/m~3.In the same time,the situation in the forecast and the likely price,tax and corporate profit levels are analyzed in this paper. At present,the study on soil and water conservation compensation is still in its infancy, the research in the compensation standard is almost blank,this paper in this regard have been made useful explorations,and I hope that the results of research for the establishment and improvement of soil and water conservation to provide a mechanism for compensation of Reference,but also hope for the future of research puts the role played.
