Forestry is not just the important foundation of the national economy, but also a part of the social public welfare undertakings. It is important for promoting the sustainable development of national economy and improving the ecological environment. With the rapid domestic forestry industry development in recent years, it is worrying that the forestry economic growth mainly at the expense of the resources reducing and environment problem. How to guarantee the rapid economic development and reduce environmental pollution and resource waste is one of the most urgent tasks for Chinese forestry. Therefore, it is important to discuss the quality of forestry development and estimate basic situation of the judgment eco-efficiency of forestry scientifically and objectively. The results are good for judging the forestry sustainable development level and can provide a certain theory for the modern forestry sustainable development in the future.Eco-efficiency has been an important research subject to scholars. This paper defined the concept of forestry eco-efficiency on the one hand based on combining the domestic and foreign research of the eco-efficiency and forestry input and output efficiency and established the evaluation index system of Chinese forestry eco-efficiency. On the other hand, it used the DEA model and Malmquist index method to measure the forestry ecological efficiency of 30 provinces (except Hong Kong, Macao Tibet and Taiwan) in China to measure and analyze the dynamic changes from 2004 to 2013 and analyzed the inputs sensitivity. The conclusions as follows:(1) During 2005-2014, the forestry eco-efficiency in China is in small scale fluctuation change and has risen overall during the recent ten years. The national overall forestry eco-efficiency average is 0.923 andll provinces are on the best levels. There are differences among distributions. It shows that forestry development is unbalanced in a certain degree among distributions.(2) Different inputs have different impacts on forestry eco-efficiency in different provinces and regions. Forestry environment is the most obvious factor for most provinces and even the whole country. It is an advantage project and once ignored will lead to a dramatic decrease in the forestry eco-efficiency. Investment in forestry fixed assets and the energy consumption have a greater influence on part of provinces and cities. Forest land area and the number of forestry workers are lest affected.(3) From 2005 to 2014, average forestry eco-efficiency Malmquist index is 1.033, which indicates the forestry eco-efficiency level is improving totally. And the average annual growth is 3.3%. The increasing speed differs from provinces and regions. The dynamic growth speeds from high regions to low regions are eastern region, central region and western region.29 provinces increased except Heilongjiang province. The change of the technological progress index change is a major cause of the change in the index of TFP.According to the results and conclusions, it is important to increase investment in forestry science and technology and promote forestry technology popularization. It is also important to pay attention to optimize the structure of input and output at the same time as well as environmental protection. Utilizing forestry resources and transforming the mode of forestry production are also important for forestry development in the future. We should improve the forestry eco-efficiency through the ways above so that the forestry can be on the path of sustainable development.
