Study On Input-output Efficiency Of Forestry Research Projects In Fujian Province

Forestry plays a primary role in the west coast of the strait economic zone construction.For Fujian Province,Forestry is a major potential,a big advantage and a major guarantor.The fundamental way to promote the sustainable development of forestry is science and technology,especially in the new period when the demand of forestry for it expands further.However,the overall level of forestry science and technology in Fujian is not high.Therefore we must increase investment in forestry scientific research to develop forestry science and technology.Furthermore,How to utilize the investment in forestry research,improve the level of forestry research management,promote the input-output efficiency of forestry research,and achieve the optimal allocation of resources is an important aspect of the development of Fujian Forestry Science and Technology.Using the forestry scientific research projects of Fujian Forestry Department from 2006 to 2012 as research object,This study analyzed its input-output efficiency.First of all,using descriptive statistics analysis methods,this study analyzed the overall situation of forestry scientific research projects of Fujian Forestry Department from 2006 to 2012,respectively from the input angle and output angle.From input perspective,this study mainly researched the numbers of projects,funding,researche-rs and time.And it is mainly involved in scientific papers of forestry research projects,scientific papers cited,science and technology awards,achievements appraisal from output perspective.Secondly,this study evaluated the input-output efficiency of forestry scientific research projects of Fujian Forestry Department which have already been completed from 2006 to 2012.Through using the different method to measure the level of the input-output efficiency of forestry scientific research projects of different subjects and scientific research fund.(1)Using the method of input-output ratio to measure the input-output efficiency of forestry scientific research projects.The results showed that the forestry scientific research projects of Silviculture、Forest tree breeding and Silviculture technical disci-plines rank highest in the comprehensive efficiency of the investment of scientific research,the comprehensive efficiency of the input of scientific personnel and the comprehensive efficiency.The expenses of forestry scientific research projects under rmb 30 thousand yuan have high efficiency.(2)Using the method of data envelopment analysis(DEA)to measure input-output efficiency of forestry scientific research projects.The resuts showed that there are DEA of forestry scientific research projects of 6 disciplines effective from eight disciplines,the others are the Non-DEA effective.There are eight decision-making unit of research funding level of are DEA effective,accounting for 50%.The expenses of forestry scientific research projects between 10 thousand and 30 thousand yuan have the highest efficiency,the expense under rmb 30 thousand yuan is the second,and more than rmb 30 thousand yuan is the lowest.
