Global climate change significantly after 2000, this phenomenon has making a great influence on agricultural production in China, however, the rising of temperature and the changing of rainfall distribution pattern don’t have the same influence degree in different regions, therefore under the new situation, we need to adjust traditional agriculture according to local conditions. Based on the predecessors’ research achievements,constructing the ecological, economic and social suitability models, using GIS as an analysis tool, screening of high yield and high efficiency agriculture in heilongjiang province and the shortage of water resource in hebei province, reflecting the regional characteristic, get the following results:(1) The ecological suitability be built by fuzzy mathematics that can be tally with the actual situation; Using net output and pure income as indicators can compare efficiency quickly with others; Choosing dominant evaluation factors by expert analysis to evaluate promotion value and market prospect.(2) Traditional planting patterns in heilongjiang province is one cropping system,however, climate change making temperature increased significantly in recent years,selecting barley and buckwheat which growth cycle both 80 days of as investigative crops.Combined with models showing that the most suitable area of the barley-buckwheat cropping system mainly concentrated in the eastern coastal HuLin, jixi, that can be promoted after irrigation; Meanwhile two cropping system not only can make the farmers’ income growth, but also have advantages to adjust the distribution of local labor force,planting structure diversity, etc. So heilongjiang province has the condition to develop barley-buckwheat cropping condition.(3) Due to the serious shortage of water resources in hebei, according to remote sensing data GLASS LAI, one planting pattern and two planting pattern exist side by side,suggesting to change the two cropping system as one in order to balance the water pressure.Selecting corn which growth period is 130 days, after analysis by models, the most suitable area of corn mainly distributed in the north and the area around Beijing and tianjin.Economic benefits of corn is inferior to wheat- corn two cropping system, but combined with the social development demand and reducing water consumption demand, using corn planting pattern to replace two cropping system is feasible.Don’t consider to promote in irrigated area.In fact, advantages and disadvantages do coexist under climate change, combined with the ecological, economic, social suitability evaluation, putting forward the research of feasible measures for regional agriculture. This article has a positive effect on strengthening the advantage of the climate change and weakening the risk, making the agricultural benefit maximization.
