Study On Actualtiy And Developmental Countermeasures Of Supervising And Testing System For Crop Seed Quaity In Henan Province

Crop seed (here in after referred to as seed) inspection is the important means of seed quality management and control. It has great significance to improve seed quality testing system, establish a new type of seed quality management mechanism and increase seed quality management level in promoting the development of seed industrialization and agriculture and increasing farmers’income in Henan Province. In this paper, research methods are the combination of the literature collection, classification summary, statistical analysis and typical investigation with macro-analysis, micro-analysis and empirical study. This article conducted a preliminary analysis of seed quality testing from historical and the status quo in Henan Province. A proposed development strategy is declared for the seed quality inspection system in Henan Province Based on investigation of existing problems of seed quality testing system and domestic and foreign seed quality testing experience. Main results were as follows:1. The status quo of seed quality testing system. Since 2006 Henan Province has conscientiously been implementing the State Council General Office "the promotion of seed management system reform to strengthen the market regulation ", promoting actively the reform of the seed management system and strengthening seed quality testing system. So, investment has increased at all levels. The outstanding improvement has occurred in the testing conditions. A seed quality testing system has initially formed to provide technical support for the seed management. Laboratory management level and the quality of personnel have significantly been improved by implementing agency certification and inspection staff assessment and carrying out proficiency testing exercises. Seed testing regulations have been further improved. The pace of standardization has been accelerated further. Multi-level seed quality supervision activities have been launched. Seed quality monitoring and management has been enhanced to ensure safety of seeds used in agriculture and make a positive contribution to agricultural production and increasing income of farmers.2 The problems of Seed Quality Inspection System. In construction of seed quality testing system at provincial, municipal, and county levels, seed quality control agencies have many problems such as incomplete departments, team instability, lack of means and inadequate supervision, especially at county level. Theoretical and expertise level of seed quality inspector need to further been enhanced. A small number of samples of seeds of major crops in our province represented fewer checks and the coverage is still low, which can’t fully reflect the true condition of the seed market. Seed quality supervision needs to be regulated further. The main influencing factors are lack of enough emphasis on seed testing and inadequate investment.3 The development strategy of Seed Quality Inspection System. We should focus on building seed quality inspection agencies at the county level, establish standard seed testing laboratory, equip necessary testing instruments, and enrich inspectors to carry out the proper seed testing business, develop a network gradually with provincial as a leader, municipal as backbone, county as basis. We should establish a comprehensive training assessment management system, periodically training and assessing inspector to improve their professional quality and service capabilities. We also should break the life tenure system of inspectors, establish incentive mechanisms and build a seed testing team of high-quality in order to improve further seed quality supervision and spot checks, combine regular checks with seasonal market, make seed quality supervision and inspection plans, enhance the effectiveness of supervision, establish regulatory authority and expand social influence. Strengthen standard seed system, supplement and improve existing standards to make it practical and feasible and achieve full integration with the international requirements. Standardize the management of commodity seeds, enhance the use and management of seed labels, implement quality certification of seeds, improve relevant standards and methods of seed certification, establish agricultural seed certification agencies and national certification testing centers, build experts database of seed certification and lay the foundation to carry out a wide range of seed certification. Strengthen the detection technology applications of genetically modified crop varieties, and further enhance qualitative component testing capabilities of the main genetically modified crops implementing identification management of agricultural genetically modified organisms in our province. Carry out DNA fingerprinting identification of corn varieties, build standard DNA fingerprint library of corn varieties, conduct the identification of authenticity for inspected varieties completely and prevent fake varieties from the source. We must further increase the investment in seed quality control system to ensure financial investment in seed quality testing system. Financial departments at all levels will set up funds for seed quality supervision and spot checks to ensure that seed quality inspection institutions work in accordance with the law.
