Research On The Feasibility Of Establishing The Independent Clinical Laboratory Of Large Public Hospital

BackgroundMedical examination is an important basis for clinical diagnosis and therapies.Presently, medical testing services are mainly provided by medical institutions affiliatedlaboratory, pathology and independent clinical laboratory. With the new examinationtechnology and equipment entering the market continually, it is difficult for a clinicallaboratory alone to form a complete clinical examination system meeting all the needs ofclinical work.The development of medical examination has the following problems: repeat purchase,the waste of resources; standards and pacification are not unified, repeated inspection;inspection quality varies greatly; high testing costs, heavy economic burden for patients;low inspection technology and equipment of basic medical institutions, patients’ loss.Independent clinical laboratory is a powerful supplement to the hospital laboratory, and itsdevelopment will have an important impact on improving the level of diagnosis andtreatment, health care reform.Compared with developed countries, the development of independent clinicallaboratory in China starts late, and development level is only equivalent to the early80’sUSA. From the aspects of market scale, test items, output growth to analyze, we can provethat the large demand of the third party medical market and development potential. ObjectivesTo explore the feasibility and advantage of large public hospitals to create independentclinical laboratory, proposing the construction and the suggestions for the development ofindependent clinical laboratory.MethodsIt was mainly through the combination of investigation and network, informationcollection to study. In October2013, I investigated the Dalian Central Hospital laboratory,and got the first-hand information on laboratory equipment scale, talent team construction,subject construction, business scope, business volume, quality management, integrateddevelopment. In November2013,I investigated some top-ranking independent clinicallaboratory, mastered the current development of domestic independent clinical laboratoryand achievements, understood of the large independent clinical laboratory management,operation, planning and their medical test market forecast about third-party medical testmarket, studied the cooperation mode of independent clinical laboratory with primaryhealth care institutions and hospitals inspection division.ResultsI deeply analyze the positive significance of the development of independent clinicallaboratory from9aspects: there are some problems in the development of medicalinspection in China, the support and guide of national policy, the third party medical testmarket is broad, development space of inspection items is large, nonprofit medicalexamination project space increases, the demand of elderly for medical examinationincreases, the outsourcing demand of grassroots medical institutions for medicalexamination increases, sufficient sources of funding, large public hospitals have theadvantage of creating independent clinical laboratory, and all these have confirmed theconstruction that large public hospitals already have the theory, policy and marketfeasibility of creating independent clinical laboratory.I take the Dalian Central Hospital as an example to analyze the large public hospital,and conclude that the construction of independent clinical laboratory for a large publichospital has realistic feasibility. ConclusionIn the background of the development of health service industry, the expansion ofpublic hospital development is no longer simply confined to the area, beds and equipmentand other hardware conditions, what’s more important is to achieve resource advantageamplification. With the maturity and perfection of policy and market environment, largepublic hospitals playing its medical resource advantage into the third party medical testindustry is feasible.
