The cultural industry is an integral part of modern industry, it reflects the commonrules of the development of industry agglomeration and as a combination of economicactivities in frontier areas of culture and industry, and it has its own unique rule. As anemerging industry in the21st century, in the tide of economic globalization and theinformation, intelligence and network represented driven by technological progress,contemporary culture presents a new development trend of industry agglomeration. Thesixth Plenary Session of the Communist Party Congress sets a developmentgoal—“cultural power”,“Accelerating the development of cultural industries andpromoting the cultural industry has become a pillar industry of the national economy” isone of its main decision. The development of cultural industry has become a trulynational strategy, vigorously develop the cultural industry has become an importantcontent of government at all levels, and has become an important part of thegovernment administration. Clearly grasp the development situation of the culturalindustry agglomeration, search for the rule of the development of China’s culturalindustry agglomeration, understand existing problems of the development of China’scultural industry agglomeration, these are very important for the country to implement,evaluate, monitor and adjust the cultural industry policy and promote the developmentof cultural industry.Therefore, this article defines the concept of the cultural industry and culturalindustry agglomeration, then selects the market concentration index (CRn) and theHerfindahl Index (HHI) to measure the level of cultural industry agglomeration aboutvarious provinces, and uses dynamic GMM models to do an empirical study oninfluencing factors. Through the above analysis, this article finds the following threeconclusions:First, from the regional perspective, Jiangsu, Guangdong, Shandong, Shanghai,Zhejiang and other coastal areas have become a major gathering of cultural industry, butthe distribution of the central and western regions are more fragmented. Overall, thedistribution of cultural industry is extremely uneven.Second, from the industry perspective, there is a great difference during the degreeof concentration of the industry. The publishing of audio, video products and advertisingindustries have a relatively high concentration level, radio and television production,popular culture, sound recordings industry have been declined in recent years, the publishing of audio products has a greater fall. Performing arts groups, and videoproducts publishing, advertising industry and book publishing industry have been agrowing trend, and nonprofit cultural industry has the largest increase.Third, the empirical test shows that the traditional economic geography, neweconomic geography factors and financial support have a positive role in promoting thecultural industry agglomeration. But financial development does not pass the test ofsignificance,another factor such as the size of government has a significant negativeeffect on the cultural industry agglomeration.. Therefore, in order to improve the current situation of the development of culturalindustry in China, this article puts forward some suggestions that use characteristiccultural resources, improve personnel training mechanism, enhance the level ofinformation, stimulate market demand for cultural industry, relax investment andfinancing channels of the cultural industry, improve the cultural industry agglomerationpolicy.
