In recent years, with the rapid transformation of the rapid growth of China’seconomy and society after reform and opening up, China’s basic education obtainedthe considerable development, profound changes have taken place in social basicneeds. Vigorously promote education equity, deep demand rational allocation ofeducation become the broad masses of the people are eager to basic education and thequality education resources, has become an important educational policy of the partyand the government. This requires not only all aspects, multi-level to speed up theestablishment of the basic system of public cultural services will cover all members ofsociety, and as soon as possible to change idea, innovation pattern for thedevelopment of basic education.
