Project Management In The Overseas Cultural Exchange Programs Application Research

With the improvement of China’s national strength and international position,the number of over-sea Chinese has increased constantly these days. In order tostrengthen the connection between our country and over-sea Chinese, thegovernment has been organizing many large cultural activities, however, there is noany effective mechanism formed in the management of these cultural activities.Project Management originated in constructional engineering then was spread andapplied to other industries after decades of development. In order to effectivelymanage the overseas cultural activities, making toward scientific, standardizeddirection, we try to introduce project management concepts and techniques in the"Chinese Culture Festival of Spring" major cultural event, to be organized andimplemented in order to enhance the activity social and economic benefits.In this paper, we first describe the basic theory and techniques of projectmanagement as well as "cultural China" overseas cultural exchange activities relatedcontent, then put forward the basic ideas and measures for cultural exchangeactivities, by melting of project management theory and cultural exchange activities,at last we make theoretical analysis and implementation of project management ofthe "culture of China Festival of Spring" large-scale projects. Topics include:(1) theparticularity of cultural projects, feasibility analysis, project management tasksculture, processes and organizational frameworks.(2)"Cultural China Festival ofSpring" cultural exchange project management feasibility analysis, projectmanagement plan decomposition, allocation of resources, schedule control, costmanagement;(3)"Cultural China Festival of Spring" activities of implementation ofprocess management and results.The "Chinese Culture Festival of Spring" is performed by the South Americantroupe, is operated by the State Council Overseas Chinese Affairs Office. Thesuccessful show and smoothly activities, indicates that the practice of projectmanagement activities achieved initial success, which has accumulated experience in project management of overseas cultural exchange activities, for carrying out suchactivities have a positive future reference. Of course, the special nature of culturalactivities, cultural activities, project management expect a lot of problems to besolved.
