County cultural industry refers to an industry of market economy which takes the county economy as its basis, the county culture as its resources, the construction of modern rural civilization as its orientation, and the masses of people as its subject. The study of project management of county cultural industry focuses on the particularities of this industry in the light of the general project management theory. The current situation of the county cultural industry and the above-mentioned theory are the foundation of this study of county cultural industry. The purpose of establishing a theory for the project management of county cultural industry is to make strategic decisions for the project investments. The basic theoretical system for the project management of county cultural industry can be established on the basis of project selection theory, and project planning, cultural resources evaluation and post-project evaluation are the core problems of this theoretical system which need to be studied and solved urgently.Chapter I brings forward the author's research motives and major points. The choice of this subject and the basic research approach are determined by two factors: one is the contradiction between the increasing importance of the cultural industry and its drawbacks and problems, and the other is the complete maturity of the project management theory and its application in practice, as well as its great impact on the development of the current industrial economy.By specifying two terms "cultural industry" and "county cultural industry", Chapter II puts forward a hypothetical background for the theory and practice, and draws up the basic theoretical system for the project management, on the basis of which the thesis is introduced: the project planning, cultural resources evaluation and post-project evaluation are the heart of the matter in the theoretical system of the projectmanagement of a county cultural industry.Chapter III deals with the problems about project planning of the county cultural industry in terms of its investment attributes. Confirming the investment attributes of the county cultural industry project is good for recognizing the distinction between "county cultural industry" and "county cultural service". In order to regulate the project planning and management of the county cultural industry on the requirements of planning cultural investment project, three principles should be abided by: first, bring forth new ideas for the production and service of the county cultural industry; second, make project plans on the basis of unique qualities of the county culture and give prominence to the distinctive characteristics of the county cultural industry; third evaluate the feasibility of project planning by utilizing the involved theories, approaches, and techniques of the general project management.Chapter IV brings forth a set of approaches and an index system for the evaluation of cultural resources, holding that two factors are important for the evaluation: one is the evaluator's good understanding of the uniqueness of the cultural resources, and the integration of all the conclusions drawn from the evaluation; the other is the pros and cons of evaluation indicators for qualitative evaluation and quantitative evaluation. To these two problems, this chapter puts forward some proposals and solutions. Besides, this chapter also offers some original suggestions for the classification of county cultural resources.Based on the distinctive features of the post-project evaluation of the county cultural industry, Chapter V focuses on project efficacy evaluation (including financial evaluation and economic evaluation), social evaluation and environmental evaluation, holding that efficacy evaluation (either financial evaluation or economic evaluation) can not reflect the justice of the social distribution, while county cultural industry projects influence economy and society as well; therefore, social evaluation should be stressed in post-project evaluation of the county cultural industry.Meanwhile, due to the influence of the industry factors, such as type features and attributes of the county cultural resources, it is very important to take environmental factors into consideration in the course of post-project evaluation.As a conclusive part, Chapter VI sums up all the original ideas and the research prospects. The original achievements of this thesis consist of three aspects: first, it puts forward and defines the notion of "county cultural industry", which sets up a foundation for further study of the uniqueness of the county cultural industry; second, it introduces the general project management theory into the management of county cultural industry for the first time, and by studying such core problems as project planning, cultural resources evaluation, and post-project evaluation, it draws up the border of the project management theory of the county cultural industry, which again sets up a foundation for establishing a perfect theoretical system for the project management of the county cultural industry; third, on the basis of the researching investigation and the project management practice, this thesis offers two index systems respectively for cultural resources evaluation and post-project evaluation, providing an optional technical support for the innovation and development of the county cultural industry.Due to the keen appeal for the development of the county cultural industry in the central and western part of China, and the social and economic environment of these areas, this thesis takes Shun Di Park (located in Jiuyishan Mountain, Ningyuan County) as a case study, which keeps the author's original research intention of solving actual problems on the basis of the practice of Chinese county cultural industry, and also carries forward the good academic tradition of avoiding empty talk in the study of management and engineering.
