The Berlin teaching model includes two factors of conditions, that is, human psychological condition and socio-cultural condition, and four decisive sub-factors originate from the two factors:intention, methods, content, and media. This model is of guiding significance not only to teaching and learning but also to the development of teaching materials. Viewed from the background and current status of the teaching materials for Chinese as a second/foreign language, this thesis focus on the development of the teaching materials for Chinese as a second/foreign language for international requirements based on the Berlin teaching model in order to provide a new perspective for their internalization and localization.Questionnaires and an interview are used in the present research to find out how teaching materials are acceptable in foreign countries. The findings show that the teaching materials are not appropriate in foreign countries because they don’t suit the local educational systems, lack in cross-cultural awareness, don’t live up to the users’ expectations, and they are not well compiled for different users in different countries with different cultural backgrounds. Thus, based on the Berlin teaching model, the author provides some principles for the compiling of teaching materials for Chinese as a second/foreign language as follows. The materials should be compiled from a global perspective, for users in different context and at different time, and for sustainable development with improvement and innovation, so that they can suit different users in different countries.
