There would be no country without culture and there would be no nations without culture as well, nation is due to the cultural identity. Culture security concerning the stability and development of a country and nation security.Strategic culture is a western constant strategy. The abrupt end the Cold War ended the bi-polar structure after the Second World War, the one superpower of the new international system is appearing. Although the United States is still located at the top of the world, the rise of China、Russia、India and Brazil changed the kernel of the international pattern, the new international system is forming. However, in the power transferring process of international system, western powers is adjusting foreign strategy, gradually strengthening the role of culture and ideology in foreign policy, which is the sign of a new hegemonisra. The US-led western powers as drivers and leading force of globalization after the cold war, they never give up to attempt to construct the international community in their own national interest. The globalization pushed the boundaries between the country and national culture,"the clash of civilizations"、"the soft power" continues to invade the national culture and cultural expansion the country, a direct threat to the national culture sovereignty. Protection and development of the country’s national culture has become a common theme over the world. China is no exception, especially the cultural security situation of frontier ethnic regions is more serious.We have more than30national minorities in China in adjacent to the same foreign minorities, more than20ethnic minorities believe in religion, the frontier national regions is adjacent to many other countries, the vast nationalities, cultural diversity, different religions and relatively backward economic development, is also the front line of the western culture. The cultural security problems of frontier minority regions is an important issue which always influence the social development of our country. The problem is Southwest frontier minority region is the most prominent.The ethnic, religious, economic and social, policy, culture, media, demographic and external environment factors or forces are all deeply influence the regional stability and social development, a threat to the country’s territorial integrity, and all these influence the national regions of southwest borderland stability are on the basis of culture. However, under the new strategic scheme, strong cultural erosion and the new characteristics of the information age, and also the new characteristics of the information age, the current culture of the southwest national region in China is faced with such problems such as the independence, direction and the dominance of the culture. In order to maintain the cultural security of southwest ethnic minority regions in our country, we should widen the way of political socialization, actively join and participate in the construction of the international cooperation mechanism, should formulate national religious policy, and should enact the cultural security warning mechanism in the southwest ethnic regions, only in this way can maintain the cultural security of China’s southwest frontier minority regions, and maintain the stability and development of the southwest frontier ethnic regions in China and to achieve the goal of national sovereignty and territorial integrity.
