The Second War broke out in1939. German and Italian fascists country set of awar of aggression in the world. In face of the fascist countries speed up the pace ofaggression. U.S.A. made adjustment in foreign policy. Its policy gradually gave up thetraditional isolationism.On March11,1941the United States congress formally issued by the loan act.The so-called “lend”refers to supplies (such as aircraft,tanks,trucks,etc.) and othersupplies (including food and services) on lend. The bill is a military one. It wasapplied for British.The bill had become a major turning point in U.S. foreign policy,marked gradually give up long-term isolationist policy in the United States. AsJapanese military forces came in the Pacific, It had threat vested interest of U.S.A. Inthe Pacific, U.S.A. included China in the application of the Lend-lease right.Bilateral cooperation based on the common fight against the fascist countries.And the interests of the different countries must exist bifurcation. The bifurcationpoint lead to the friction between China and the United States. Despite the friction,but the Lend-lease act implementation in China made the Chinese air and armyequipment and quality improved, enhanced the Chinese army battle effectiveness. Atthe same time the act was applied for the other anti-fascist countries,for the whole ofthe anti-fascist war victory had played a role which can not be ignored.
