Cultural industry has become a means to enhance each country’s comprehensive national strength and promote strong economic, social harmonious development by virtue of its strong economic radiation effects and social benefits. In the world today, the cultural industry in developed countries has become a leading industry, and occupies a dominant position in international competitiveness. Under the impact of foreign culture, developing countries have also began to focus on developing cultural industries. In July2009, the introduction of the "Cultural Industry Rejuvenation Plan" marks China’s cultural industry has risen to a national strategy. However, compared with developed countries, the internationally competitive level of China’s cultural industry is still lagging behind. Therefore, it has become a major issue for China that how to enhance the international competitiveness of cultural industry in future economic and social development. Currently, in the context of economic globalization, each country’s development of cultural industries has closely linked. The circulation in the world of cultural resources, capital, technology and other input factors also had a significant impact on the international competitiveness of the cultural industry. This article studies about opening industry’s impacts on the international competitiveness of cultural industry. First of all, according to international effects of cultural industry and factors that influence its international competitiveness, the effects of opening industry on culture’s competitiveness are analyzed in three major areas (cultural trade, foreign capital introduction and foreign investment) so as to explain the mechanism of such effects. Secondly, the openness of China’s cultural industry is measured as well as its competitiveness around the world, which shows an overall uptrend in the openness. In particular, trade openness presents a gradual upward trend while investment openness remains in low level. Compared to other countries, China’s cultural industry competitiveness is still in the middle level, far behind that of developed countries. Thirdly, this impacts on cultural industry competitiveness are empirically studied by means of pulse decomposition and variance decomposition based on metrics. Conclusion can be made that an increase of international openness of China’s cultural industry can contribute to enhancing the international competitiveness of the cultural industry, but due to the low degree of openness, the duration of this positive effect did not last long. In the short term, the impact of cultural openness to the international competitiveness of the cultural industry is not particularly significant, but over time, the influence will gradually increase. In the end, on the foundation of the previous conclusion, recommendations are presented aiming at expanding and optimizing industrial opening to promote the international competitiveness of China’s cultural industry.
