From Schumpeter proposed the importance of innovation firstly in 1900s, to the British government founded Creative Industry Task Force in 1997, the concept and implication of Creative Industry have been disseminated widely and developed significantly. Through integrating cultural factors and creative design into production processes, cultural creativity industries relying on its highly integrated, highly permeable and highly innovative attributes, could create high-value manufactures catering higher-level demands of humanity and promote the transformation and upgrading of regional industry against the background of specific cultural. In this process, cultural and creative industries will abandon main defects of traditional industries such as high-consumption and pollution, and constantly improve the industry value-chain by integrating other related industries with minimal costs of resources. Based on specific local cultural characteristics, many developed countries have formed their own creative agglomeration in different cities. Unarguably, such as London, Tokyo and Berlin have been the most successful examples around the world.With the increasing study of creative industries in the western countries, China has also started related explorations since 2000. The studies of creative industries mainly concentrated on various topics, including the concept of creative industries, the relationship between creative industries and economic growth, the competitiveness of cultural creative industries and clusters of cultural creative industries, etc. In 2012, the output value of cultural industries in the Yangtze River Economic Belt, which contains nine provinces and two metropolises, contributed over half of the total value of whole country. In 2014, relying on the golden waterway, the State Council of China issued Guidance on promoting the development of the Yangtze River Economic Belt (YREB). Facilitated by this policy, the cultural creative industries of the YREB is facing an enormous opportunity. Particularly, Anhui province, as one of economic zones in the Yangtze River Delta, is located in the middle and lower reaches of the Yangtze River and has heavily invested in cultural creative industries over the past five years. However, compared with other provinces and metropolises in YREB, the cultural creative industries of Anhui still need to be strengthened.Based on the systematic comparison of cultural creative industries in YREB, relevant studies about notion, characteristics and categories of cultural creative industries are summarized in this paper. Moreover, through reviewing the theories of competitive advantages,’3T’and industrial clusters, and selecting typical cases, the paper studies the evaluation index and its suitable quantitative methods. Then, it makes a comprehensive analysis about the competencies of cultural creative industries’ in Anhui province. The main conclusions reveal that the development levels of cultural creative industries’are not balanced among YREB. The nine provinces and two metropolises could be divided into three categories measured by their index scores. Anhui province ranks seventh, which is classified as middle lower levels in YREB. The major gaps of cultural creative industries’development between Anhui and Yangtze River Delta exist in regional industry infrastructures, market demands, government supports. Most importantly, it can be reflected in industrial scales, structures and infrastructure levels. Meanwhile, compared with better performance of cultural creative industries of Hunan province, there are weaker foundations of animation companies of cultural and creative industries in Anhui. Based on above studies and current issues of cultural creative industries of Anhui, the advantages and disadvantages, general thoughts and countermeasures are discussed in order to speed up the development of Anhui’s cultural creative industries.
